KUSD Teacher, Who Is Also A Powerful Milwaukee County Democrat Politician, Disciplined By District

Kathleen Vincent (D) is a powerful Milwaukee-area politician. She is the president of the School Board in Greendale, and she is on the Milwaukee County Board of Supervisors. Her full-time job, however, is a middle school english teacher. According to public records, she has a hard time juggling the three roles and has actually been disciplined several times by the Kenosha Unified School District for doing elected duties while working for KUSD as a teacher, among other things.

In an undated letter in Vincent’s Personnel file, she was found to have committed serious misconduct, including “Theft of Time”. For example, she is accused of calling in sick to her job at KUSD at least a half-dozen times to attend Milwaukee County Board Meetings. She was paid by the taxpayers to attend a non-KUSD event in which she was paid for by both entities – (double-dipping.)

In the same letter, she was found to have participated in virtual zoom meetings for Milwaukee County and Greendale School District while students were in her classroom. She would give the students “busy work” so that she could take care of her elected positions on the KUSD taxpayers’ dime. Vincent reported to the assistant principal that she was on her phone repeatedly on a field trip because she was being “slandered” in her Greendale school board election.

In this letter, multiple students and parents complained about Vincent’s “unprofessional and targeting behavior.” It was reported that a student was taking photos and videos in Vincent’s classroom. She said that she would “file a report with the police for this invasion of my privacy.” The principal tried to explain that while the filming in the classroom would be a violation of board policy, it is not illegal and KUSD would not be calling the police the incident.

After several more reports of misdoings in Vincent’s classroom, a parent “pulled” the student because she believed her child was being targeted and “didn’t want anything on his permanent record.” A student was having difficulty in Ms. Vincent’s class so she separated his desk from the rest of the class and forced him to face the wall. Reportedly, Vincent sent confidential behavioral information of students to a school Dean on multiple occasions..

Vincent emailed the entire KUSD school board and identified her as a KUSD teacher and the president of the Greendale School board, seemingly to gain favor with the board.

In a June 3, 2023 letter from the school’s principal to Vincent, a list of “expectations” was authored. In this letter, it was made clear that Vincent should only be doing KUSD activity when working at KUSD.

Finally, earlier this year, Vincent was written up and issued discipline. In the letter, the principal stated, in part, “You’re being issued a written warning pursuant to board policy 4226 and 4391 for the continued usage of multiple devices at KTEC West. This has been a topic of concern since last school year, 2022 to 2023. On multiple occasions during the school year, I had discussions with you about this issue… I told you that multiple devices and working for other education entities is not permissible. I told you that this behavior cannot continue…The aforementioned issue has caused collaboration with colleagues to be extremely difficult due to your engagement in other non-KUSD activities during your prep time (often your door is closed or you have turned colleagues away due to taking phone calls and meetings for another school district/employer.) While your prep time is a time for you to work on school related needs either as a team or individually, it is being used for activities not related to your KUSD responsibilities. This issue has disrupted the professional learning environment of our staff and educational programming of our students… This letter is considered disciplinary in nature and any further violations will result in further actions such as suspension or termination. “

Vincent has bipolar disorder and has tried to commit suicide in the past. KCE knows this, because she told WISN, Channel 12 on TV.

“I believe Mr. Hodges fosters a school climate where he favors some staff and in my case singles me out for disfavorable treatment,” Vincent said in a letter. Scott Hodges is the former principal that was recently demoted for seemingly botching the grooming incident regarding Christian Enwright.     But when you are at one job, work at that job.

    As for calling in sick and getting paid for a “sick day” ? To then work at another job ?
    That’s a failure of policy.

    If policy gives you paid sick days with no verification of being sick, then so be it. It’s called playing the system. Some play it better than others.

    I’m not saying it’s right but, it’s probably not wrong.

  3. This is news because you cannot serve one master at the same time and do it well. How many officials and board members do this? The new executive director of the Kenosha County Food Bank is also on the Racine County Board and the Racine City Council. The assistant Village Clerk of Union Grove also is on the Racine County Board and Racine City Council. Some of the scandals that Kevin has reported on involve people working for multiple jurisdictions and engaging in bad behaviors. These people are serving no one but themselves.

  4. First of all, the KUSD should have her on some type of probation and watch her for future violations and then dispose of her once that occurs. Second, the other school district should be informed. They should publicly be made aware of this. I wonder if Glendale has some type of policy on that. Either way, she needs the be put in the light for others to see. I also believe she should not be allowed to hold a title of a Board Member for a School Board and a County Board at the same time. I think there is a conflict of interest there. And remember, bad people always repeat there actions and eventually get caught!

We all know the Gateway Technical College isn’t being done at least 40 hours but those in charge ignore the fact. Another waste of taxpayers money along with today’s employee learning day.       Is her behavior problematic and worthy of investigation? Absolutely. Should she face punitive measures for double dipping? Yes. Completely. I would even concede that she should be fired, given the information Kevin has presented.

      However, it’s the 21st century, and we need to put away the homophobic slurs and hate speech. It lowers the collective IQ of the comments section, and distracts from the actual issue at hand.

  7. English teachers are a dime a dozen, so she can’t flit from job to job. KEA doesn’t have much power these days, but watch for the union to try to protect her. She is clearly in over her head. The bi-polar thing is sad, but deeply troubling for parents, students and taxpayers. In the education field, a person like this is given an “encouraged resignation” and a fake recommendation for her next job. Remember the crook from Louisville who lasted only three weeks or so as UW Parkside Chancellor? KUSD does not need teachers who are lawbreakers or in conflict with administrators and vice-versa. KUSD already fails half its students. This woman has nothing to offer KUSD and can easily be replaced.

Her goal in life as a County Supervisor is to be in as many photo’s of keg tapping’s as she can get into. Mary Grogan has a personal beef with Greendale board members and those who bounced her out for her own misdeeds and bullying behavior of village residents and employees. As evidence to her vendetta look at her multiple posts on different community sites including here. Probably what got her canned. Ironic that she brings up conflict of interest given she was an MPS employee, Greendale Board member, and many other roles simultaneously.     Other than the author of this article, what are the political leanings of those who seem to be aligned against her?

    How do we convince people with Center-Right to Far-Right political tendencies to pursue roles on school boards and other roles in government? This article certainly doesn’t help.

  13. The next Greendale School Board Meeting is Monday 10/7/24 at 7pm in The Greendale High School Library. Anyone wishing to make a public comment at the beginning or end of the meeting calling for Kathy Vincent’s resignation is invited to do so. The irony of having a School Board President in Greendale on the verge of being fired as a Teacher in Kenosha is hard to reconcile.

    The next KUSD School Board meeting is 10/22/24 at 7pm – at the Educational Support Center in Kenosha, but anyone wishing to call for Vincent’s resignation or contract termination can do so there as well.

    If you do not want to speak publicly, you can email both School Boards requesting Vincent’s resignation or termination.

    The same goes for the next full Milwaukee County Supervisor Meeting on 10/1/24 at 4pm in The Milwaukee County Courthouse room 200.

The subjective comments, via a social media platform that allows anonymity, clearly supports one of the greatest issues in our society today – the ability to say whatever you want with no accountability. This type of behavior makes it difficult to teach children the most important social responsibilities. 1. Address your concerns with another person and then move up the chain of command if you are not able to do this collectively. 2. Stay objective. 3. Treat others as you would like to be treated. 4. MOST IMPORTANTLY -please reflect on kindergarten (for those of you who need to go back to your pre-shool days), if you don’t have anything nice to say, do not say anything at all.

    The “Chrisitian gentleman” (loosely used term in my words), should truly consider revisiting his faith. This is not what my faith, as a Christian, would encourage me to do. You should speak to the facts, and only the facts, if you want to tout yourself as a reporter, and more so as a Christian.

  16. Why necessary to disclose health information in this that is not relevant to the complaint? I find that a horrendous misuse of information. I would also like to say that Ms Vincent made an absolutely tremendous difference in the life of both of my children that have had her as a teacher. She went above and beyond, giving up personal time outside of school hours to dedicate to my family after the loss of my husband, following up on some of the issues that my kids were having returning to school and their studies. If it was not for Miss Vincent’s dedication to her students and their excellence in learning neither of my children would have gotten full rides to college as they both did thanks to her efforts during a very difficult time for us. It is sad to me that people who go over and above, who dedicate their entire life to their profession, are being disciplined for their time management when she has shown in the past she is on the clock every waking hour of her life to better the educational experience for children. That is what truly matters here. Miss Vincent deserves to be recognized in her community as an exceptional leader in education not torn down. And certainly not to have her personal health issues dragged through the media as if it has ever affected her job performance which it has not. I want to emphasize what an incredible difference in our lives she made. And that without her my children probably would have not returned to school the year that their father died and would have fallen behind. She went above and beyond on her own time. The article even demonstrates that she is constantly going above and beyond on her own time considering that she used sick days to do more work. Who cares what somebody uses a sick day for! When we need sick days we need sick days. She took a sick day to dedicate more time to improving the educational system in our state, in my opinion that should be commended not villanized. We live in a time where the traditional punch in punch out of the past is no longer relevant. All of us carry other duties in our life that we take care of throughout the day. This is no different and in fact more commendable considering it all is based around one common goal. The goal that Wisconsin has a system that supports the education of our children. Nothing Ms Vincent has done has shown that her dedication is anything other than exemplary.
