KENOSHA, Wis. – A Kenosha man is facing six criminal charges, including two felonies, after allegedly plowing through a stop sign while intoxicated Saturday night, severely injuring a woman and two children.
Juan R. Reyes Moreno, 26, made his initial court appearance Monday afternoon, where Court Commissioner William Michel II ordered him held on $25,000 cash bail. A preliminary hearing is scheduled for July 18.
According to the criminal complaint, the crash occurred around 11:26 p.m. on July 12 at the intersection of 63rd Street and 13th Avenue. Police say Reyes Moreno was driving a gray pickup truck northbound at a high rate of speed and failed to stop at a posted stop sign. His truck T-boned a silver Ford Escape carrying a woman and two children.
The front passenger, a 41-year-old woman, suffered multiple rib fractures, two pelvic fractures, and a partial lung collapse, according to medical personnel. She was admitted to Froedtert Pleasant Prairie Hospital. The driver, a 17-year-old boy, was hospitalized overnight due to severe bruising and reported pain throughout his torso. A third passenger, a 10-year-old child, sustained minor injuries and was discharged.
Reyes Moreno admitted to drinking earlier in the day and failed several field sobriety tests. A breath test at the hospital showed a blood alcohol concentration of 0.07, and a Drug Recognition Expert concluded he was likely under the influence of a central nervous system depressant and potentially other drugs. Blood test results are still pending.
Police say Reyes Moreno has never held a valid driver’s license. He was also out on bond from a prior felony case—2025CF436—in which he is charged with burglary, substantial battery, and disorderly conduct with a dangerous weapon. As a condition of his release in that case, Reyes Moreno had been ordered not to consume alcohol or commit new crimes.
He now faces the following charges:
- Injury by intoxicated use of a vehicle (Class F felony, max 12.5 years prison)
- Operating without a valid license causing great bodily harm (Class I felony, max 3.5 years prison)
- Two counts of OWI causing injury – 1st offense (misdemeanors, each carrying up to 1 year in jail)
- Two counts of felony bail jumping (Class H felonies, each carrying up to 6 years in prison)

It’s totally absurd when they say “at a high rate of speed” ….. when it’s actually – A SPEED MUCH ABOVE THE SPEED LIMIT LIKELY TO CAUSE HOMICIDE.
A person who shouldn’t be in our country and a person who shouldn’t be out of custody. Someone sustained very serious injuries because Commissioner Bielski decided to lower his bond from $25,000 to $5,000, just to show that he is above our district attorney. So what now, Commissioner? How are you going to explain to this person that the individual responsible was supposed to be in custody instead of out on the street driving without a driver’s license?
They shouldn’t have been out, just like plenty of whites.

I truly hope our law enforcement, especially the police department, can regain stronger control over traffic on our streets. It’s concerning to see so many people driving without a license, under the influence, or speeding simply because they feel they can get away with it. I believe stricter enforcement of traffic laws is urgently needed to keep our community safe.
