KENOSHA, Wis. – A Kenosha man already facing a slew of felony charges was arrested for the fourth time since early June after allegedly violating bond conditions in all three of his pending criminal cases.
Ryan M. Phillips, 40, appeared in court Friday and was charged with three new counts of felony bail jumping. Kenosha County Court Commissioner William Michel II set his cash bail at $1,500. A preliminary hearing is scheduled for September 5.
Phillips was previously released on bail in three separate felony cases filed June 11, June 24, and July 3, each involving drug activity, threats against police, domestic violence, and no-contact orders. Each of those cases included clear conditions prohibiting him from having contact with a man identified in court records as RM or entering RM’s residence. He signed all three bonds acknowledging those terms.
According to the latest complaint, Kenosha Police were dispatched to Phillips’ home at 7833 24th Avenue around 11 a.m. on August 14 for a welfare check after the front door was reported open. When officers arrived, they saw two men inside—RM and another subject—despite the no-contact orders in effect.
RM confirmed Phillips was hiding in the basement and refused to come out. Officers repeatedly ordered him to surrender, but Phillips initially refused, saying they were “violating his rights” and demanding to smoke a cigarette. After a police K-9 unit was deployed to the scene, Phillips eventually emerged from the basement and was taken into custody.
If convicted on all current charges, Phillips faces an additional 18 years in prison—six years per count—for the three new felony bail jumping offenses. His previous cases carry a combined maximum of more than 25 years.

So the crazy part-FOURTH violation of bond conditions in 2 months, and judge gives him $1500 bond…..
