KENOSHA, Wis. — A Kenosha woman accused of attacking her teenage neighbor during a stairwell confrontation was formally charged in court Tuesday, where Court Commissioner William “Bargain Bail Billy” Michel II reduced her bail to $750 after prosecutors had previously secured a $1,500 arrest warrant in the case.
