KENOSHA COUNTY, Wis. — Kenosha County Eye has learned that the inmate found dead Sunday morning inside the Kenosha County Jail was Charles J. Lewis, 49, of South Milwaukee. KCE confirmed with the Kenosha County Sheriff's Office that Lewis' next of kin has been notified. KCE also received information from a law-enforcement source indicating Lewis may have died at approximately 3 a.m. — roughly five hours before he was found unresponsive. That information has not been independently confirmed by KCE, but if accurate, it could raise questions about whether required inmate welfare checks and monitoring procedures were properly followed inside the jail. The circumstances surrounding the timeline are among the matters now expected to be examined as part of the independent investigation being conducted by the Racine County Sheriff's Office.

Even “criminals” have rights inside jail. People with the sense God gave them know that.
They should wake them every 39 mi utes to make sure nobody needs medical attention. That would resolve future issues.
