KENOSHA, Wis. — Officer Justin Labatore, a member of the Kenosha Police Department since Jan. 25, 2021, has been named the Kenosha Police Department’s 2025 Officer of the Year.
The honor is particularly significant because it was determined by fellow officers. The award recognizes the officer whose peers believe best exemplifies professionalism, dedication, service, and commitment to both the department and the community.
Labatore, who works second shift, was selected by the officers who serve alongside him each day. Those officers cited his work ethic, initiative, professionalism, and positive impact on the department in choosing him for the recognition.

Second Shift Captain Leo Viola, Labatore’s shift commander, said he was not surprised by the selection.
“I am not surprised Justin was chosen because he is the type of officer that his peers want to work with and the public wants to show up when they call,” Viola wrote in a statement provided to Kenosha County Eye. “Justin is humble enough to continue to learn new things. He is hardworking and shows up for his fellow Officers. He is bold and courageous in the face of uncertainty.”
Viola said Labatore continually strives to improve both himself and those around him.
“Never one to settle for good enough, Justin consistently strives to better himself and those around him,” Viola wrote. “His peers clearly recognized these attributes and very deservedly voted for him as the Officer of the Year.”
Just over five years after joining the department, Labatore has earned the respect of the officers who know his work best. Being selected Officer of the Year by fellow officers is widely regarded as one of the most meaningful honors a police officer can receive, as it reflects the confidence and admiration of the people who serve beside them every day.
