KENOSHA, Wis. — An 18-year-old Waukegan, Illinois, man accused of leading a Wisconsin State Patrol trooper on a high-speed chase reaching 121 mph, turning off his headlights and taillights, and nearly crashing into another motorist was charged Friday with two felonies. Alexander Sotelo, 18, appeared in Kenosha County Intake Court Friday afternoon, where Kenosha County Court Commissioner Daniel "Catch & Release" Kellum set his cash bail at only $350 despite allegations that Sotelo endangered innocent motorists on a wet interstate highway.
