Kenosha City Council To Hear Vicious Dog Appeal For “Sammy” Who Almost Killed Two Small Dogs

A Kenosha woman, who nearly had her dogs killed by a man who was walking his pitbull “Sammy,” issued a plea to the Kenosha City Council last week. She was also disappointed that Kenosha Police didn’t cite the man. The 57-year-old woman was walking her two small dogs in the 6500 block of Third Avenue on that Saturday morning, with both of them on a leash. Unfortunately, she says, 59-year-old Leon Moon was walking his pitbull without one. When the dogs saw each other, the pit bull immediately ran towards the two westies and started to tear them apart. Moon kept letting his dog go, over and over again to begin attacking again. The woman was also injured as she shielded her beloved dogs from the aggressive pit. The responding police officer noted bruises on the woman’s leg in the report.

The woman took Buddy (13) and Oscar (7) to the vet for surgery and medicine to save the dogs’ lives. The bill was $1,200. The Kenosha County Health Department got involved and investigated the attack. According to Mark Melotik, the County’s Environment Health Manager, he received the complaint on February 13, 2023. He requested information from the Kenosha Community Service Officer who responded. Ultimately, the County determined that the pit bull was vicious and wrote orders declaring such. The health department couldn’t locate Moon to serve him the vicious animal papers. Luckily, several KCE readers who recognized the man gave us Moon’s address. We gave the address to the Health Department and they were able to serve Moon with the papers.

“I’m disappointed the police didn’t cite this man. I can’t go out for care-free walks anymore. My dogs’ personalities have changed. No one is being held accountable for that. I now have to walk my dogs in coyote vests and am obtaining my concealed carry license.”

KCE spoke with a KPD spokesman who relayed that the decision was made not to cite the man because the CSO believed the man when he said that his dog was on a leash. This means that the CSO didn’t believe the victim and a witness who asked to speak with police. The officer didn’t obtain a witness statement from this man either. They also ignored the fact that Moon attempted to leave the scene after his dog was done attacking the smaller dogs.

KCE has learned of at least one other attack from Sammy. Sammy bit a man’s face and left him with a permanent scar after requiring many stitches. Moon said in his letter of appeal, that Sammy is deaf and it’s not his fault that he gets scared and attacks others, because he can’t hear them coming.

The 57-year old woman sent an email to all 17 Aldermen last Thursday saying in part:

Lelon Moon and his dog put an end to my carefree Saturday and all carefree walks after that. In fact, Lelon Moon and his dog put an end to any carefree walks for my dogs as well, who now shake violently at random times while they are walking. My 17 pound dog had 7 stitches in his throat. 2 of them were inside as the wound was so deep. He is lucky to be alive. My 22 pound dog had a puncture wound in his leg and a wound on his back from Sammy picking him up with his teeth and throwing him……Lelon has not been a responsible dog owner and there is is no reason to believe he will become one if he is allowed to keep the dog in the community. I can forgive and am more than willing to do so, but when someone shows you they are a snake, believe them and do not give them the room to keep hurting others.

If the council votes to allow Sammy to stay in the City of Kenosha the woman thinks Sammy will attack again. The meeting is at 7:00 pm Monday night.

What the hell do we even have police and prosecutors for if this canine chipper shredder can just dance around? Has Kenosha gotten so liberal that they’re actually trying to be divisive by making sure society needs large groups armed with shotguns to enforce law and order?   2. I cannot believe it!! why on earth would they NOT cite this idiot? Even IF the dog was on a leash, the dog was vicious and attacked her dogs and Moon did nothing to stop him. My Bichon was attacked by a Saint Bernard when we lived in Arizona a couple of years ago–the owner was cited, had to pay for my and my dog’s vet bills, and had to go to dog training, get vaccines, and had their homeowner’s insurance dropped. THIS IS WHAT SHOULD happen!

  4. Sue the police department, sue the CSO, and sue Mr. Moon. That is what suing is for, if you cannot get satisfaction from the criminal courts, hit them civil courts $$$$.
    Remember those police have no problem writing you out citations $$$$.
