KENOSHA, Wis. — A Florida man appeared in Kenosha County court Monday on two active warrants — one local and one from Illinois — connected to a series of alleged thefts, break-ins, and fraudulent credit card use that crossed state lines.

Rasheen D. Linder, 27, was taken into custody over the weekend on a Kenosha County warrant issued on October 14, 2024, and an extraditable felony warrant from Lake County, Illinois. According to prosecutors, both cases involve similar allegations: breaking into vehicles and using stolen financial cards.
The Wisconsin case stems from a March 2024 incident at Petrifying Springs Park in the Village of Somers. According to the criminal complaint, a woman returned to her vehicle after sledding with her family and discovered the passenger-side window of her GMC Acadia had been shattered. Her purse — containing debit cards, credit cards, and $42 in cash — was missing.
Kenosha County deputies traced fraudulent transactions to several area stores within an hour of the theft. Surveillance footage from Walmart in Sturtevant and Target in Oak Creek showed a man using the stolen cards while wearing distinctive clothing, including a bright green trapper hat and a hoodie with the word “Marine” on it. Investigators also observed a Florida driver’s license partially exposed in the suspect’s wallet during one attempted transaction.
Footage from Petrifying Springs showed the same man arriving in a dark-tinted Cadillac Escalade with Colorado plates. Through rental records, detectives learned the SUV was rented by a Florida woman named Terri Anne Thomas. A deeper investigation linked Linder to both that rental and another vehicle believed to be used in a similar break-in in Lake County, Illinois.
Detectives also located pawn shop records showing Linder pawning items in January. His Florida ID and visible tattoos, along with a distinctive scar on his left hand, matched the suspect captured on video surveillance.
Linder is charged in Kenosha County with nine counts, including felony identity theft, unauthorized use of both individual and entity identifying information, criminal damage to property, misdemeanor theft, and entering a locked vehicle. If convicted on all charges, he faces multiple years in prison.
The Illinois case involves allegations of burglary and unlawful possession of another person’s credit card, both felonies. Prosecutors there have begun extradition proceedings.
During Monday’s hearing, Court Commissioner William Michel II ordered $10,000 cash bail on the Wisconsin case and a separate $10,000 cash bail on the fugitive complaint. Linder remains in custody at the Kenosha County Jail.
He is scheduled to return to court for a preliminary hearing on both matters on July 23.
