Racist Bristol Neighbor Charged With Two Misdemeanor Counts Of Violating A Restraining Order

An 83-year-old Bristol man was charged last week with two criminal counts of “Violating A Restraining Order.” Felix N. Siordia was in court on Thursday, June 6, 2024 and pleaded ‘not guilty’ to both counts. Siordia is a racist neighbor that is upset that a black man, and his family bought the property next to him and want to build their dream home.

Siordia then enlisted the help of the Village of Bristol Administrator Randy Kerkman, who filed suit against the would-be neighbor, Quentin Jackson. Kerkman filed with approval from the Bristol board. The Village sued Jackson and his family to stop the building of the home even though Jackson got the proper permits.

On February 14, 2024, at 2:49 p.m., Deputy Manuel Mandujano responded to 20022 82nd Avenue, Village of Bristol, County of Kenosha, State of WI, for a report of trespass. Upon arrival, Deputy Mandujano met with Quentin Jackson, the caller, who stated he owns 5 acres directly east of 13500 128th Street, Village of Bristol. Mr. Jackson stated there is no address associated with the land because there is no house on said land, but there is a barn located in the north of that property. Mr. Jackson stated he purchased the land 2-3 years ago and is planning to build a house there.

Mr. Jackson stated he neighbor, Felix M. Siordia, lives at the 13500 address. He stated they were both cordial with one another in the beginning, but once Siordia learned he owned the property and was not just taking care of the land, Siordia was no longer friendly. Mr. Jackson stated himself and Siordia had multiple law enforcement interactions.

Mr. Jackson stated he was granted a harassment injunction against Siordia, which is still valid and active until November 21, 2026. In this protection order under Kenosha County Case Number 22CV1140, Siordia is required to stay away from the residence, property, school, or place of employment of the protected person and their family. Mr. Jackson stated he has multiple cameras on his property to document persons coming onto the property without his consent. Mr. Jackson showed Deputy Mandujano pictures and camera footage of Siordia on his property, and provided copies to him including any date and time stamps for when Siordia was on the property.

Mr. Jackson further stated he had footage of Siordia and some of Siordia’s family operating what appears to be a skid steer loader moving dirt from Mr. Jackson’s property and onto his driveway.

Mr. Jackson stated on previous occasions he asked for Siordia to be trespassed from the property, but was not sure if Siordia had been advised. Deputy Mandujano stated due to the restraining order, Siordia is clearly required to stay off Mr. Jackson’s property.

On March 20, 2024, Deputy Mandujano completed multiple follow ups with Mr. Jackson. Deputy Mandujano confirmed again there is an order of protection that is valid and active, and requires Siordia to stay away from the residence, property, school, or place of employment of the protected person or other family.

Deputy Mandujano reviewed the video footage and it shows Siordia (based on the matching of his physical and facial features). Below are the dates and times of video surveillance showing Siordia on Mr. Jackson’s property:

On 9/16/23 at 2:08 p.m. Siordia is shown standing beside a berm directly next to Mr. Jackson’s driveway, which is part of Mr. Jackson’s property.

On 10/4/23 at 2:33 p.m., Siordia is seen standing beside a berm directly next to Mr. Jackson’s driveway, which is part of Mr. Jackson’s property.

Kenosha County Assistant District Attorney Drew Lehman asked the court for a condition of Siordia’s bond be that he can’t go on Jackson’s property. At this time in the hearing, Siordia made an outburst and had to be quieted down by his attorney, Terry Rose. Rose asked that no such condition be imposed, as there is a dispute of where the property line is.

Kenosha County Circuit Court Commissioner William Michel II agreed with the state and ordered Siordia to stay off of Jackson’s property.

Siordia faces 1.5 years behind bars if convicted. Siordia has a 1990 conviction for battery.
