City Of Kenosha Honors Local Man With Citizen’s Lifesaving Award

The City of Kenosha honored a local man Tuesday morning with the Citizen’s Lifesaving Award for his heroic actions the evening of September 2, 2024.

Brandon G. Horswell, 31, received his award during the Police and Fire Commission meeting inside the Kenosha Public Museum.

On September 2 at about 5 p.m., Kenosha police and fire personnel responded to Eichelman Park, 6125 Third Ave., for a medical call. Kenosha County Joint Services advised of a struggling swimmer in the water. Upon arrival, the swimmer was located on the sand conscious and breathing. It was determined that fellow beach-goer Horswell had observed the swimmer struggling in the water and took it upon himself to aid her. Horswell entered the water and swam about 100 yards to reach the struggling swimmer who was incoherent.

Horswell pulled the swimmer back to shore where she was able to recover. He also waited with her until emergency services arrived and transported her to an area hospital.

“I want to congratulate Mr. Horswell on this Lifesaving Award,” said Police Chief Patrick Patton. “It’s well-deserved.”

Patton said Horswell is a “very humble individual” but his actions deserve praise because there is “someone in our community that is experiencing Christmas because you were there.”

Fire Chief Dan Tilton expressed similar sentiments. “Mr. Horswell, thank you for taking action,” Tilton said. “It truly does make a difference and we appreciate having people like you in the community that take a chance and step up.”

Mayor David Bogdala said Horswell displayed true courage. “When a life was at risk in the waters of Lake Michigan, Brandon didn’t hesitate, risking his own safety to rescue a person in need,” Bogdala said. “I am incredibly proud of Brandon for his courageous actions.”

Horswell received his award while accompanied by his wife Angela and young sons Jack and Dean.
“I just acted when I saw someone who needed help,” Horswell said. “I hope that someone would do the same for me or my family.”
