High-Speed Chase Ends in Courtroom: One Faces Potential Child Pornography Charges

Kenosha, Wis. — A 23-year-old Milwaukee man who led sheriff’s deputies on a high-speed chase through western Kenosha County is being held on $75,000 cash bail as prosecutors weigh possible child pornography charges related to his relationship with a 16-year-old girl.

Jose Luis Soto-Nunez appeared in Kenosha County Circuit Court on March 27 and faces six felony charges stemming from the March 26 incident, including fleeing police, multiple counts of recklessly endangering safety, and operating a vehicle without the owner’s consent. The teenager, who was riding in the back seat at the time of the chase, told the court the two were in a romantic relationship.

According to a criminal complaint, Soto-Nunez was driving a stolen 1997 Honda Civic when he failed to stop for deputies and reached speeds of more than 100 mph. At one point, he allegedly weaved between civilian vehicles on Highway 50, blew through multiple red lights, and struck a median. Prosecutors say the chase ended near the Kenosha Airport, where deputies arrested Soto-Nunez, the teen, and another passenger, 17-year-old Erick Velez-Torres.

The girl, whose name is not being published due to her age, was later identified as the younger sister of Velez-Torres. In an interview with law enforcement, Soto-Nunez admitted to knowing she was 16 and said they had been sexually involved. He also acknowledged there were nude photos of her on his phone, which has since been turned over to investigators. A forensic analysis is still pending.

Kenosha County prosecutors said they are continuing to investigate and could bring additional charges, including for possession of child pornography.

Meanwhile, Velez-Torres was charged with stealing and damaging a moped shortly before the pursuit began. He told deputies he spotted the moped parked outside a home in Paddock Lake and tried to take it. When the owner confronted him, he ditched it and fled. Prosecutors say the moped sustained about $140 in damage. Velez-Torres was released after posting $1,000 cash bail.
