KENOSHA, Wis. – A man charged with looting a Kenosha liquor store during the 2020 riots was arrested early Tuesday morning—more than three years after failing to appear in court.

Davonte M. Musgrove-Miller, 27, was charged on April 1, 2021, with felony burglary for his role in a late-night break-in at the Cellar Door liquor store on August 23, 2020, during the Kenosha riots. According to police reports, officers caught Musgrove-Miller fleeing the store after bricks were thrown through its glass door. Surveillance footage allegedly shows him and two others entering the store and stealing liquor.

The store owner, Virinder Gill, told police that the damage would cost about $3,100 to repair. He was unable to determine the exact amount of liquor stolen but estimated his total losses in the hundreds of dollars.
Musgrove-Miller made his initial court appearance on May 28, 2021, and was released on a signature bond—meaning he didn’t have to post any money—by then-Court Commissioner Larry Keating. Predictably, he failed to show up to court two months later. A bench warrant was issued on July 28, 2021, with a $1,000 cash bond attached, but Musgrove-Miller remained on the run for years.
He was finally arrested in the early morning hours of July 15, 2025. In court later that day, Court Commissioner William Michel II ordered a $1,000 cash bail. The District Attorney’s Office had asked for a much higher amount, citing the nature of the crime and Musgrove-Miller’s long absence.
He is due back in court for a preliminary hearing on July 18. He faces one count of burglary of a building, a Class F felony punishable by up to 12 years and 6 months in prison and a $25,000 fine.
DA Xavier Solis asked defense attorney Greg Bates in court if he wanted to entertain an offer, expected to be a very bad one for the defendant. Bates declined and said he wanted to talk to an assistant District Attorney. Solis reminded Bates that he was the DA and any plea on this case would go through him.

Thanks for telling us which court commissioner needs to be unceremoniously dumped at the first opportunity. How can anyone respect the law when they see people who didn’t show up for their original court date turned loose for chump change when they’re finally recaptured and a court date is being set for the same charges and potential penalties that they skipped out on previously? Seriously, it is ridiculous for us to bother with the restoration work and expense on the fancy Gold leaf and everything that was under the false ceiling in the courthouse. The courthouse doesn’t deserve to be respected with the kind of people Kenosha still has in the supposed legal “industry”.
