Kenosha, Wis. — A Kenosha activist with a record of previous arrests and confrontations with law enforcement has been formally charged with two misdemeanors stemming from a March 2 incident outside a downtown bar.
Ronnie D. Orr, 37, is charged with disorderly conduct and resisting an officer. During a court appearance last Thursday, a court commissioner set Orr’s cash bail at $450 and ordered him not to possess or consume alcohol. He is scheduled to return to court on April 25. If convicted, Orr faces a combined maximum penalty of one year in jail and $11,000 in fines.

According to the criminal complaint, police were called to “Travern on 6th” just after midnight after a woman reported being touched twice by a man inside the crowded bar. She told officers someone she didn’t know came up behind her and grabbed her by the hips with both hands. The first time, she assumed it was due to limited space. But five to ten minutes later, she said it happened again—this time when there was plenty of room to pass—leaving her upset and uncomfortable. She declined to press charges but wanted the incident documented.
Officers found Orr inside the bar. He denied any contact with the woman and repeatedly told police the bar was managed by his family. As police issued a citation to another individual outside, Orr allegedly began yelling at officers, continuing for about ten minutes despite repeated commands to leave the area and stop causing a disturbance.
Police said Orr’s shouting drew the attention of nearby residents and bystanders in an area with apartments above the businesses. When officers told him he was under arrest, Orr allegedly refused to provide identification, swore at officers, and resisted handcuffing until he was physically restrained against a window.
Body camera footage released by police shows officers calmly giving multiple warnings before placing Orr under arrest. The footage appears to contradict Orr’s public claims of being unfairly targeted.

Orr has a documented history of legal issues, including prior arrests for obstructing an officer, battery, and operating while intoxicated. He was convicted of misdemeanor battery in 2018 and charged again in 2021 with resisting an officer in a separate incident. Despite these encounters, Orr has continued to present himself publicly as a government watchdog and claims he is being harassed by police and political opponents.
He remains free on bail and has not publicly commented on the latest charges.
