Somers, Wis. — A Racine County Sheriff’s Deputy is under internal investigation after he was arrested earlier this month for allegedly assaulting his wife during an alleged drunken domestic dispute at their home.

According to law enforcement records obtained by Kenosha County Eye, Kenosha County Sheriff’s Deputies were dispatched to a Somers residence around 10:26 p.m. on April 4, 2025, for a welfare check. Deputies arrived to find what they determined to be a physical domestic disturbance.

The suspect, 41-year-old Emil J. Ortiz, was taken into custody and booked into the Kenosha County Jail at approximately 1:33 a.m. on April 5. Ortiz is currently employed as a deputy with the Racine County Sheriff’s Office. He graduated from the police academy in 2018.

Sources familiar with the incident told KCE that Ortiz was “extremely intoxicated” when deputies arrived and that he was identified as the primary aggressor in the altercation. He allegedly physically assaulted his wife during the dispute.

Charges Recommended but Not Yet Filed

The Kenosha County Sheriff’s Department recommended that Ortiz be charged with two misdemeanors: battery and disorderly conduct, both carrying the domestic abuse enhancer. As of this publication, the Kenosha County District Attorney’s Office has not formally filed charges, though they are expected in the coming weeks.

KPD doesn’t do anything for the neglected children (through welfare checks) and CPS sure as hell isn’t here for the right reasons. I live near a family that has children of all ages running around the neighborhood smoking vape pens and carts. In the same clothes DAILY for weeks, the house has a smell as soon as you walk past it, and the only time the parents are around is to yell at and berate the kids. I don’t think the kids even go to school. It’s overall a weird place. So many people in and out and you never know who or what kind of weird “enrichment” type ritual you’re gonna see next.

    Granted the legal system is a little slow in the charges much less a conviction. Which should be a reason to separate him from the department or to “let him go”.
    I would rather owe him money if he’s found innocent than have paid him money waiting for adjudication.

    1. It’s not a suspension, it’s administrative leave. They have to do an investigation first before they can determine if he violated any departmental policies. That’s what the admin leave is for

        Your logic is that a violation of policy is different than a violation of law.
        Should take about 30 seconds to decide that.

        Bring drunk enough to get arrested is either allowed by policy or is against policy. Period.

        The hierarchy is declining to take a stand so as to not confirm or deny the criminal charge.
        Make a fucking decision and get this guy off the payroll. If you don’t want to fire him until after the domestic charge gets decided then fine, but until then he doesn’t deserve to work or get paid.

    1. According to CCAP, no charges wherever filed. It sounds like the DA declined to prosecution. Probably can’t prove a case beyond a reasonable doubt to a jury.

    As in another story it was said you can be arrested for drunk and disorderly in your own home.

    But an investigation or “the other side” to be heard, shouldn’t take this long.
    “Seems” like everyone involved is trying to save this guys career. Make sure he can remain in law enforcement. Maybe even his wife.
    But if the DA is including the whole picture for this guy, then the next question is, Is that the way it is for everyone ?? And, is this guy worth saving ??

  9. I’m still wondering if Jacob Blake’s girlfriend lied about him breaking in and sexually assaulting her, and gave a written statement and police and made the sexual assaulting complaint.
    Did she file a false felony complaint? If so, she should have been charged with filing the false police report. Otherwise Gravely should’ve charged Blake with the sexual assault.
