Salem Lakes Board Approves More Than $5,000 “Woke Workshop” After Lengthy Debate, Residents Walk Out in Protest

SALEM LAKES, Wis. – After a drawn-out and at times tense discussion Monday night, the Village of Salem Lakes board approved a $5,000 leadership workshop on “psychological safety” and “purpose-driven leadership,” prompting frustration from residents and at least two walkouts in protest.

Paid Advertisement

The board voted 6–1 to contract with Langloss Consulting, LLC for an eight-hour session titled “Built to Win: Creating a Championship Culture Through Psychological Safety and Purpose-Driven Leadership.” The session is aimed at improving communication and alignment between Village Board members and department heads. While the $5,000 fee will be covered by grant funding, travel expenses will be billed separately.

Voting in favor were Trustees Bill Hopkins (D), Ron Gandt (D), Dennis Faber (D), Angela Brooks (D), Billy Barhyte (I), and Village President Rita Bucur (R). Voting against was Trustee Pete Poli (R).

The debate over the proposal lasted nearly an hour, with concerns raised about the cost, the Illinois-based consultant’s background, and what some called the ideological tone of the program. During the discussion, Bucur remarked, “I guess I’m a liberal now,” prompting audible reactions from the audience.

Immediately after the vote, at least two residents stood up and left the boardroom in protest. One told Kenosha County Eye, “The board has officially gone woke.” Another added, “Cassandra Hiller now officially controls 6 out of the 7 board members.”

Wetlands Destruction Adds to Controversy

The workshop approval comes as the Village faces mounting criticism over the unauthorized destruction of wetlands behind Village Hall. Village Administrator Cassandra Hiller has been accused of initiating the work without board approval. The activity, which altered protected wetland areas near the lake, is now under investigation by environmental authorities.

After concerns were raised, Hiller reportedly retained legal counsel—seemingly preparing to take legal action against the board if disciplinary steps were considered. Instead, residents say, the board has handed her sweeping control. “They gave her the keys to the Village and six rubber stamps,” a taxpayer said after the vote.

Controversy has also grown around a walking path developed in the same area. Several residents have accused Hiller of misusing public funds to construct the trail, which they claim was designed to benefit her personally. Village officials have not responded publicly to the allegations, and no formal review has been announced.

“Instead of dealing with the destruction of public wetlands, they’re focused on feel-good sessions about psychological safety,” one resident said. “This isn’t about leadership—it’s about control.”

What’s Next

The workshop will include interactive exercises, values alignment, and the development of a “One Team Charter.” Participants will include the Village Board and department heads such as the fire chief, public works director, finance director, and clerk.

The session is expected to be scheduled in the coming weeks. No public comment was allowed prior to the vote.

  1. …we should all be able to attend if only in the room to observe. Not just the presentation but how each village employee participates and reacts.

I imagine Pete will be there though may just observe.

It needs to be held in the main meeting hall for all to see. In fact, recorded and posted as are regular meetings.

    1. Ok, Rita and Ronnie aren’t Liberal Whack jobs, but they have lost their compass. I think keeping post somewhat civil is important to the message your trying to convey.

  4. That was painful to watch. It was like watching the view for 3 hrs straight. CNN for 3 hrs and then another 2 hrs of the view. August meeting you better bring a meal. If two meetings go for 3 hrs a month one meeting a month would go for 6 hrs. But it will be on Tuesday so they can ask staff more questions and get answers before the meeting so that they won’t get brought up at the meeting. Can any of the residents believe what they are doing to the county fair. I can. What a mess. Lack of leadership and spine. Pete stand strong.

  5. How dare anyone improve themselves and how they deal with others. Calling it “woke” anything is idiotic. Too many people are afraid of learning anything to make life better. They’d rather just biatch and moan and never change.

Salem Lakes residents need a LOT of change. They need to be grownups who can actually respect the opinions of others. (And it’s covered by grant money = you ain’t payin’)

    2. The grant money that needs to go to pay for turnout gear for actual public safety (afterall, it is a public safety grant smh).

  6. I don’t know what “Woke” means anymore. Most of these training sessions are unproductive. Private businesses aren’t immune from them either, but after seeing the bill from one of these services I can say 5000 bucks isn’t close to what a lot of these professional development courses charge. Communication is horrible across local government. I wouldn’t have voted for it, but its done. Hope it helps.

    1. Woke is just another parrotted word like dems, libs and lefties. They dont know why they repeat the same insults along with them, but its all part of the hate everything game. Repub ideal is to hate anything involving change…. because theyre unable to handle it.

      4

      1. If there needs to be a training, it should be “how not to be a corrupt Village Administrator” or “how not to overspend tax money” or “how to get off your a$$ and make the village better”.

  7. As I stood up and walked out, I said “Hopeless”, that interruption might have gotten me thrown out anyway! I can’t express enough, my disappointment with this board and their disregard for tax payer money. (even if it’s a grant it is still taxpayer money, for those woke board members who may not understand) I really can’t understand what happened to these people. Snap out of it. Have fun at your meeting and make sure the taxpayers pay for the coffee and doughnuts too.

  11. Too bad people are not more concerned with the fact that Poli, Billy, Dennis, and Angela all voted in favor of a Sex Offender to live within 400 feet of a park! The four above have this pedophile an exemption to the 1000 ft! Rita, Hopkins, and Gandt votes no to protect our communtity… but we’re more concerned with a 15 minute conversation on a 5K grant that doesn’t come from the general fund.

    3
    1
    1. Hello “Concerned Citizen” you are mistaken on which board members voted in favor of the exemption your post is referring to. The following is strictly information and is not to be taken as insulting or divisive- these are just the facts – I voted against the variance as did Bill H and Rita. Faber, Gant, Billy B, and Angela B all voted to allow it. The hearing was recorded and can be viewed online just like regular board meetings – you can go to YouTube then search “Village of Salem Lakes” then go to the villages channel then you will see a video called “Special Board Meeting” dated June 16th – the video is 1 hour and 12 minutes long. As a simple suggestion give some thought on how best to gather factual information regarding votes at board meetings- you have the following options: you could attend the meetings in person, or you could watch live from home on YouTube , or watch after the fact on YouTube. If I am not mistaken the minutes when available will also show how each board member voted.

      Thank you

      17

      1. Pete- I apologize for having it wrong. I was watching via YouTube and must have mistaken your vote. Thank you to Bill H, Rita, and you for voting to protect our community against pedophiles.

To that point, it’s a shame that the Pedophile exception vote falls on deaf ears in this community and we’re more concerned with $$ in a grant.

        1. I give Kudos for apologizing. We all should be careful not to post something fundamentally wrong, especially involving a possible sex predator. I don’t know details but it’s a really sensitive issue to the public for good reason.
Also, It’s not the grant money, it’s the crazy notion that a 8 hour workshop is going to solve problems with the public, regarding the poor decisions making and policy. One thing the public never forgets is when government official sweep wrong doing under the carpet.

          1
          1
        2. Thank you for apologizing – that act in itself shows integrity and speaks volumes to your character. Please seek me out at a future meeting. Would be nice to meet you.

          Thank you again

  12. Folks focus on the Illegal Path. This administrator has broken so many norms in initiating a public project. It’s time to get to the legality of the process. Trust me, that’s the path to a new administrator. Call your State government.

  13. On a serious note, what are steps to proceed on getting rid of (for lack of a better term) Hiller? Does the Board have to fire her or …?

  14. Kenosha County Eye Is doing a great job, if you have information that is News worthy, Kevin has a tip email section. Nobody will do a better job than Kevin, he’s not afraid to ruffle feathers.

  15. Honestly thou to address a couple things here now I’m sure some one will take this and go the wrong with it, but it is what it’s is. To address All the Poli the great , is mythological as no one is perfect and everyone has a past I’ve watched almost every board meeting as poli tries to belittle people like their idiots. I’ve noticed there are times he makes decisions based only on research and not experience especially when it comes to equipment. As I use to work for the village and don’t anymore and have seen a lot of their bill Barhyte equipment except they don’t store them at Kelly’s bar and put tarps over them and nobody screams about the trees and piles of wood that bill has left along Hwy C. Now don’t get me wrong I understand saving money and am all for it but I can tell you this. Bill wants a 1.4million dollar fire truck brought to Salem because well he’s on the fire department instead of 400 thousand for a referbished one !!! No one sees that coming. He parks is equipment along the road right before the yard waste facility but we can’t park in our subdivisions ? I mean the people actually voted for this guy!!! If kevin could pull public record of the amount of fines Bill owes the village you would see his board check gets garnished because of it!!! Yet the people of the town voted him in even with the most votes ??? Mean while he makes decisions about equipment for our village that’s a joke if you have seen tires on his dump truck and trailer you wouldn’t want your family anywhere near it going down the road!! I guaranteed it’s not legal at all. But back to Poli do I think his interest and intentions are good ?? Sure !!! Maybe !! But the arrogance and know it all attitude when he talks like he’s a professional at everything is eye catching and only political I can tell you that as I remember the fire department going to his house for a skidloader that caught on fire as well !! As I’m sure he knew everything then too based on research.

    1. I think? But could be wrong? Doubtful! The Village of Salem Lakes has had way too many board members on auto pilot. Now, you get a critical thinker(Poli)like yourself? and you’re pissed, what gives. Your issue with Bill B sounds personal, 90% of time Bill B with always do what’s good for the taxpayers, not sure what happen with the vote on crying games.

The problem with the majority of the board they have given up and handed their duties to a non elected bureaucrat. The gate keepers are the board, and commissions-(people of the community) not the employees. Remember the admin job is to carry out the wishes of the board, that is not happening. Currently the board works for the Admin, this will end badly for this most of this group of politicians.
This crying session shows exactly what I’m saying, instead of making decisions they think some 8 hour poor me session is going to solve their problems. The problem is the majority of the employees know the problem, but the board is too ignorant to ask them. Never look to the top to see what the problems are, look to the middle, the answer is One person, open your eye’s and ears and you will see the light.

  16. Just a thought. You’re obviously not a very deep thinker. First of all when dealing with idiots it’s hard to not belittle them. Second can you imagine being surrounded by idiots that make multiple bad decisions much like the decision this article is about. Thirdly please elaborate on the faulty decision making when it comes to equipment
