SALEM LAKES, Wis. – A 62-year-old Salem Lakes man is facing a felony charge after authorities say he possessed a sexually explicit image of a naked child on his cell phone.
Thomas P. Moffat was in court Thursday, where he was formally charged with one count of possession of child pornography. Court Commissioner William Michel II set cash bail at $10,000. A preliminary hearing is scheduled for July 11.
The charge stems from a July 2 incident at the Kenosha Community Health Center, where two employees assisting Moffat with email attachments allegedly saw a troubling image on his phone. According to the complaint, the photo showed a fully nude child, estimated to be between three and five years old, standing in a bathtub with soap running down her body. The image was reportedly saved in a folder on Moffat’s device.
Moffat later admitted to a sheriff’s detective that he saved images while browsing pornography and acknowledged that he had previously viewed the image in question. When shown the photo by investigators, Moffat said he believed he had found it during a Google search for “young, blond, nude.”
Detectives reported finding a second questionable image on Moffat’s phone, depicting a young girl in a sexually suggestive pose on a bed with the website URL watermarked on the bottom. That image remains under review to determine whether it qualifies as illegal material.
If convicted, Moffat faces up to 25 years in prison and a $100,000 fine. State law mandates a minimum of three years in prison upon conviction and imposes a $500 surcharge for each illegal image.

He lives directly across from a school!!
wtf downvotes this???
I’m very certain this is just one of many things he has done. Why no one has called him out for his behavior prior is beyond me.
shoot him in the town square
“Moffat later admitted to a sheriff’s detective . . .”
“Go pound sand” is a statement that might have served him better in that situation. Not sure why he thought it was a good idea to help the government build its case.
What would have served him even better than saying “go pound sand” would have been to buy a gun, open his mouth, and go for a ride.
