WILMOT, Wis. — Outrage among Wilmot Union High School parents continues to build, and now one district mother is leading a community call to action.

Kim Chesser, a mother of two, is urging parents and concerned citizens to pack the Wilmot High School Board meeting this Wednesday, October 29 at 6 p.m. The meeting will be held at Wilmot Union High School, 11112 308th Avenue, Wilmot, Wisconsin.
Chesser told Kenosha County Eye she is done waiting for leadership to step up.
“Parents, your voice matters! Join us this Wednesday, October 29th at 6pm,” she said. “Important decisions are being made that affect our kids and our schools — let’s make sure parent voices are heard and represented. Show up. Speak up. Stand up for our students!”
What is baffling, parents say, is that the Twin Lakes Police Department found child pornography on Kotarba’s Wilmot High School-issued Chromebook, yet district officials reportedly have not removed him from the building or initiated a long-term suspension or expulsion. Parents want to know why that isn’t automatic grounds for his removal from school property.
Chesser did not hold back:
“Our children are being forced to attend school next to someone accused of horrific crimes involving minors,” she said. “The district’s decision makers have failed to protect the victims — they are protecting the defendant instead. That is unacceptable.”
Silence From Leadership Fuels Outrage
Parents also say their anger is intensified by the lack of transparency:
- The school board has remained completely silent.
- District Administrator Christy Weinstock and Principal Rob Kreil have refused to meaningfully address concerns.
- No clear safety plan has been communicated to families.
For many, that silence speaks louder than words — and not in a good way.
Parents were already rattled after the Sheriff’s Office investigated a reported threat at Wilmot High School the day after what parents say was Kotarba’s return to campus. While officials later determined there was no credible threat, parents say the incident shows exactly why the community called for caution in the first place.
Some families continue to keep their students home, saying they won’t return them to class until leadership proves it is prioritizing their safety — not the rights of the student facing felony child exploitation charges.
Chesser hopes Wednesday’s turnout sends a message loud enough to shake the walls of the boardroom.
“When the people in charge won’t protect our kids, parents must,” she said.
The meeting is open to the public, and organizers expect a large crowd to demand accountability, transparency, and action — not more silence.

Per the school’s handbook:
“Students are encouraged to use the school’s computers/network and Internet connection for educational purposes. Use of such resources is a privilege, not a right. Students must conduct
themselves in a responsible, efficient, ethical, and legal manner. Unauthorized or
inappropriate use, including any violation of the school’s policies and administrative guidelines,
may result in cancellation of the privilege, disciplinary action consistent with the school’s rules,
and civil or criminal liability. Smooth operation of the school’s network relies upon users
adhering to the school’s policies and administrative guidelines. Prior to accessing the Internet
at school, students must sign the Student Network and Internet Acceptable Use and Safety
Agreement each year as part of the acknowledgment of the student handbook.”.
Also, it is states that any threats made can result in disciplinary action and repeated neglect of following the rules can result in expulsion.
So, why has no action been taken since there is clear documentation that the student violated the rules? It’s time Wimot School provides a tutor for him along with counseling.
But no tutor.
This kid and his family are solely responsible for his actions. They allowed this to get this far and he should be expelled for the duration of his high school years.
Let the parents deal with this. I doubt there is any state law that the family has on their side to demand or require of the school to pay for schooling or provide any counseling after these obvious and provable violations of school policies not to mention the danger he poses to other and himself by attending school.
Expel him and let the lawyers sort it out.
I doubt any other taxpayer parent or grandparent will argue about lawyer fees going forward if the parents sue. I think we are on the correct side of this issue
