TWIN LAKES, Wis. — Two people were formally charged Monday following a major drug bust at a home surrounded on all sides by a village park in Twin Lakes, where officers allegedly found cocaine, meth, marijuana, guns, and other narcotics during a June 10 search.

Todd P. Larsen, 46, and Makaila B. Norton, 25, are both facing a long list of felonies and misdemeanors tied to the alleged drug operation. Prosecutors say the pair were selling cocaine and methamphetamine from a 528-square-foot residence they rented from landlord Shawn Carroll. Carroll is also expected to be charged, although the exact nature of those charges has not yet been disclosed.
Commissioner William Michel II ordered $75,000 cash bail for both Larsen and Norton during their initial appearances Monday. Both remain in custody. A preliminary hearing is scheduled for June 24.

The charges stem from a raid executed jointly by the Twin Lakes Police Department and the Kenosha County Sheriff’s Office, who secured a search warrant after conducting garbage pulls and surveillance on the property at 2990 Richmond Park Drive. According to court records, Larsen fled into the home when officers arrived, while Norton remained outside but resisted arrest and had to be subdued with less-lethal rounds and a taser.
Once inside the home, officers allegedly found a staggering amount of evidence:
- Over 400 grams of THC in various forms
- Methamphetamine, cocaine, fentanyl, and hypodermic needles
- Multiple illegal prescription pills and paraphernalia
- Two loaded semi-automatic handguns
- More than $4,000 in cash
- Scales, packaging materials, and a handwritten ledger with names and dollar amounts
Some of the drugs and packaging materials were reportedly in plain view. According to the complaint, Larsen admitted to flushing additional cocaine and meth down the toilet when he saw law enforcement approaching. He later confessed to police that he and Norton did not work and relied entirely on drug sales to pay their rent to Carroll—$1,060 per month.

Larsen, a convicted felon, admitted to owning the firearms and said he traded drugs to obtain one of them. His criminal record includes felony possession of narcotic drugs in 2024, along with two battery convictions.
Both Larsen and Norton are charged as parties to the crimes and face enhanced penalties because the home is located within 1,000 feet of Twin Lakes Millennium Park.
Norton was already out on felony bond in another case and now faces a count of felony bail jumping on top of the new charges.
Altogether, Larsen faces 12 counts, including two counts of possession of a firearm by a felon, possession with intent to deliver cocaine, meth, and THC, and maintaining a drug trafficking place.
Norton faces 11 counts including possession with intent to deliver cocaine, meth, and THC, maintaining a drug trafficking place, resisting arrest, and felony bail jumping.
If convicted on all charges with the maximum penalty enhancements, both Larsen and Norton could each face several decades behind bars.
