KENOSHA, Wis. — A 43-year-old Kenosha man, Moses E. Thomas Jr., was charged Thursday with his second-offense operating while intoxicated and operating without a valid license after police stopped him for driving without license plates.
According to the complaint, on the evening of September 19, 2025, a Kenosha Police officer noticed a red Dodge Caravan traveling east on 15th Street with no registration on either bumper. When the vehicle stopped at a red light at 30th Avenue, the officer turned around and initiated a traffic stop. Thomas allegedly exited the van immediately, ignored orders to stay inside, and showed signs of intoxication, including slurred speech and glassy eyes.
The officer reported smelling a strong odor of alcohol, and a partially full Icehouse beer can was found inside the vehicle. Thomas declined field-sobriety tests but consented to a blood draw at 8:47 p.m. Results were pending at the time the complaint was filed.
Court records show Thomas was previously convicted of OWI in 2019 in Waukesha County and convicted in 2023 in Racine County of operating without a valid license.
He appeared in court Thursday and was released on a no-cash bail. A judicial pre-trial is scheduled for December 19, 2025.
If convicted of both misdemeanors, Thomas faces up to six months in jail and fines totaling $1,400, plus revocation of his driver’s license for up to 18 months.
