Summer Moon GM Ashley Busser, a former police dispatcher and EMT, has spent the last two-and-one-half years running her family business. The franchise, is owned by her parents, Jim and Cathi Leibforth. They were quick to volunteer to host The Kenosha Police’s “Latte With The Law” Monday evening. On hand to interact with the public, answer questions, and show off tactical equipment were members of the Kenosha Police Department – from patrol officers, to SWAT members, and even, the Deputy Police Chief. Officer Danielle Moore, who has been with KPD for two years was serving lattes, and other tasty drinks.

Kenosha Police Detective Chad Buchanan socialized with residents and colleagues, but his passion for protecting victims of fraud was evident. Detective Buchanan is a member of the Kenosha Police Detective Bureau’s fraud unit. He tells KCE that the elderly are unfortunately frequent victims of financial crimes. Bad guys prey on the elderly who are on fixed incomes and can’t usually survive financial hits. Detective Buchanan had literature on had to help people avoid common scams. Some more information about his work can be found here.

A big draw tonight was the armored personnel carrier that the City recently purchased when KPD started its own S.W.A.T. team. Formerly, the Kenosha Police and Sheriff had a joint S.W.A.T. team called the Tactical Response Team (TRT). Although now two separate entities, they two departments frequently work together.

School Funding, the Budget Surplus, and Tax Cuts – Q&A With Rep. Nedweski

As we near the February 18th election, I reached out to State Representative Amanda Nedweski (R-Pleasant Prairie) to address some frequently asked questions about the KUSD operating referendum as it relates to state funding. Kenosha Unified is asking voters if they approve of a property tax that is higher than the state’s statutory levy limit by about $23 million per year through 2030 – or a cumulative amount of $115 million over that time period. Runnin’ With the Devil: KCE Q&A With Attorney and Author Michael Cicchini

What’s the definition of an IMPARTIAL JUROR in a criminal case?  You might think it’s a juror who has no financial ties or loyalties to either the defendant or to the prosecutor’s office.  But you’d be wrong!  So says local defense attorney and author Michael Cicchini in his newest law review article, The Devil’s Dictionary of Criminal Procedure.   KCE asked him about the article, how he came up with that title, and what his definition is

Currently, Judges Anthony Milisauskas, Angelina Gabriele, Jason Rossell, and Gerad Dougvillo handle criminal cases, while Judges Jodi Meier, Chad Kerkman, David Wilk, and Heather Iverson preside

  1. Awesome! One small edit, instead of stating that the City purchased the armored personnel carrier , it should say that we (taxpayers) purchased it; along with all the fuel the vehicles used to go to the coffee shop.

  2. They really need the off road vehicle out there? Just another toy to show boat and a waste of tax dollars.

      1. I can see this justified for patrol down at the lake front. Don’t see the need for them to drive it all over town. But for what they spent on that they could of bought multiple ATVs for patrolling the lake front.

      2. Lot of beach and bike trails. Many things happening by the lake. Easier than a patrol vehicle.

  3. Hey Kevin let’s see these kpd salaries. I’d like to know how much these guys are making to sit around and have coffee.

    1. Whats weird is that Police officers do get breaks and even a lunch break. So keep it rolling Lib.

      1. I’m all for the front line working officers. It’s all the other made up positions in the office areas. It’s a little backwards to me when an office administrator (glorified receptionist) is making almost doubled the salary of a front line officer!

    2. Community outreach is an essential function of law enforcement agencies and officers. Doing events like this creates goodwill with the public which is essential for them to carry out all of their other functions.

    3. I think you would see some of them are way way more overpaid than the educational people….you probably would be shocked.

    4. Did you miss the part in the first paragraph of the article where it said they are there to “interact with the public, answer questions, and show off tactical equipment”. PR and education is part of their on-duty work. Their job entails more than just your narrow view. Sounds like you could use some education yourself. …and maybe not seeing everything through a negative lense.

      Also, Ashley is great!

    1. The truth is that this is good police work. One of the toughest cops of all, Chief Harold Breier, said that every officer is a community relations specialist. Good cops interact frequently with the public in the community. People tell you things that they won’t call in. (Have you tried calling a police department? If you dial 911, it can be intimidating. Other times you may get a recording or someone irritated to talk to you.). Good cops know this. Good cops actually make it a point to take a few minutes to make themselves visible and available. We need more good cops and supervisors that will let them be good cops. When we walked beats we learned a lot. We stopped in businesses, talked to people, learned things and followed up on community problems. Driving around with the windows rolled up, not so much.

The folks who don’t understand this don’t have a clue about police work.

        1. Thank you, Kevin, for a good story about a good young person doing something good in the community. It’s nice to know that not everyone is out to rip off taxpayers, hit on teenagers that they teach or use the public office for personal gain. Easy to lose sight of the good.

As for the person who doesn’t understand police work it reminded me of driving through Des Moines and seeing a fire truck parked outside a business with a sign, ‘DES MOINES FIREFIGHTERS DOING SAFETY INSPECTIONS. RESPOND TO EMERGENCY CALLS BY RADIO.” Duh.

      1. How is this any different (aside from actual amount) than Gateway using tax money to pay for all the charcuterie boards and food? Because it’s the cops that makes it okay?
I’m not hating the player here, I’m hating the game; I’m sure they admin and white shirts make these decisions.

  5. You can stop by the public safety building any time to sit around shoot the shit and have coffee. They do it all day not just for events.
