KENOSHA, Wis. – A 54-year-old homeless man and registered sex offender with convictions spanning multiple states was charged in Kenosha County Circuit Court on Tuesday with third-degree sexual assault and exposing his genitals to a child—both as a repeat offender.

Jason A. Williams was ordered held on a $75,000 cash bond by Court Commissioner William Michel II. The charges stem from a May 28 incident involving a 16-year-old girl who had run away from a group home and was staying with a friend in the City of Kenosha.
District Attorney Xavier Solis asked the court for a $100,000 cash bond, citing the serious nature of the allegations and Williams’ extensive criminal history.
“He is a registered sex offender,” Solis said. “What’s concerning to us is a 2009 conviction for child molestation out of Clayton County, Georgia, among several other convictions.”
According to the criminal complaint, the teen was found by police at the ELCA Outreach Center after being reported as a runaway. She disclosed to officers that she had stayed the night at the home of Victoria Neal, where Williams had also been present. The teen alleged that while lying in a bed with Williams and his fiancée, Williams began touching himself and then assaulted her.
Neal told police she had left her home briefly that evening, and when she returned, she found the teen pulling up her pants. Neal said the teen later disclosed that Williams had assaulted her, and that Williams had told her not to say anything.
In a separate interview with detectives, the teen described the assault in further detail. She alleged that Williams kissed her without consent, pulled down her pants, and sexually assaulted her, ejaculating during the act. She said the room was dark but illuminated by outside light, and that Williams tried to act innocent afterward.
Williams is charged with third-degree sexual assault as a repeater, a Class G felony, and exposing genitals to a child as a repeater, a Class I felony. Because of his prior felony record—including a 2024 conviction in Kenosha County for failing to update sex offender registration—he faces enhanced penalties. Those include up to 14 years in prison for the assault charge and up to 7.5 years for the exposure charge.
Michel emphasized the severity of the offenses and Williams’ criminal history when imposing bail.
“The court takes these types of cases very seriously,” Michel said. “The court does believe that a substantial amount of cash is warranted.”
In addition to the 2009 child molestation conviction in Georgia, Williams has prior convictions for vehicle theft (1997), theft of a firearm (Waukegan, Illinois), and DUI (DeKalb County, Georgia).
He was arrested June 10 by Kenosha Police near Library Park and remains in custody at the Kenosha County Jail.
A preliminary hearing is scheduled for June 18.

Unfortunately, the bleeding hearts think scum like this can be “saved” and rehabilitated. Still never any actual proof of that happening, but they love to protect their criminals…

It is safe to say that yes, this scum bag will be a repeat offender.
