KENOSHA, Wis. — The City of Kenosha’s alternate side parking regulations will again take effect December 1, 2025, and remain in place through March 31, 2026, per city ordinance.
Public Works Director Brian Cater said the rule is essential for snow removal. “The importance of alternate side parking is to help facilitate operators’ ability to clear driving lanes, from curb to curb,” Cater explained. He noted that city streets are often too narrow for plows—typically 10 to 12 feet wide—to pass when vehicles park across from each other. “If a plow cannot get through, large emergency service vehicles may also not be able to. With alternate side parking, it allows us the opportunity to more effectively clear roadways,” he said.
Under the ordinance, residents must park on the odd-numbered side of the street from 1 a.m. to 6 a.m. on odd-numbered calendar dates, and on the even-numbered side during those hours on even dates. The rule applies even when no snow is on the ground, and vehicles in violation may be fined or towed.
However, the city has long faced criticism for enforcing the ordinance when there hasn’t been snow for weeks. Many residents argue that writing tickets under those conditions undermines the spirit of the law, which was intended to aid snow removal—not generate revenue. Despite that, the city has issued thousands of citations each winter, collecting tens of thousands of dollars in fines.
According to Lt. Joshua Hecker, Kenosha Police will issue warnings for violations on December 1–3, but starting December 4, $30 fines will be issued to violators. “Chief Patrick Patton is asking all residents to follow the parking regulations this winter, which will help keep Kenosha’s streets and sidewalks clear and safe,” Hecker said.

It’s just another government tax on us slaves for our overlord’s budget.
It snowed twice last year.
I bet they ticketed every night of the winter.
At least it’s refreshing to see a tax on stupid people instead of just those who have more money than their neighbor. It’s also nice to find out what cars don’t even run or educate some of the people who leave a food trailer parked for weeks instead of the 30 minute limit when they’re not somewhere working with a permit. Also nice for when they send a plow or two out to clean up an area which had all the ticketed idiots leaving snow in the middle of the road and the first place. When it doesn’t snow, at least it means the street cleaner can do one side of the street, always appreciated to pick up nails and other sharp objects that might puncture tires otherwise. The streets are thoroughfarers not parking lots. Some communities have alternate side parking year round.
Simple extortion.
There will always be critics… A very good reason for enforcement even when there is no snow is repetition. This gets everyone in the groove of things and on the same page. You can’t rely on John Q. Resident to know that snow is on the way and do the right thing. Also, Mother Nature can be very unpredictable. My guess is, residents who complain about alternate side parking when there is no snow are also the residents who complain when they get a ticket when it does snow.
To say you don’t know when it’s going to snow says that nobody should be responsible for their own actions.

There is not a single individual that doesn’t have a weather app on their phone.
Not only that but weather forecasts are much more reliable even though not perfect. The lake effect snow event this week was a perfect example. Some got a lot, some got little if any.
The rule should be if there is snow on your car you get a ticket and towed depending on which side you are on according to the odd even schedule.
If people THESE DAYS cannot watch the weather forecast then they deserve a ticket if they are not where they are supposed to be.
Technology and awareness are things individual citizens need to take responsibility for. Times have changed. We need to revisit this process.
New rule. If one flake of snow lands in the city, anywhere, tickets start flying. But if it is clear and sunny or overnight just cold, leave it alone.
Otherwise it is just a revenue stream.
Any outdoor worker, construction or driver knows what the weather will be a week from now. It’s in our blood to monitor our working conditions and forecast so we are prepared to be out in the weather.

Better yet, have your mommy call you to tell you to put on your snow pants if you don’t want to take responsibility for following the rules

Or you could just be responsible for your own parking and park on the alternate side every day. Seems simpler.
Last year it didn’t snow enough to plow till January. The year before that almost the same. It’s not about the bad parking. It’s about the constant unnecessary enforcement.
You know this seems like the tickets even when there is no snow is to be a deterrent.

This ordinance made sense 20 years ago before social media. Everyone knows when there is snow expected and the word could be put out very easily via many platforms to announce that they will be enforcing alternate parking. its easy revenue for the city as it is now
That’s some funny s***, back then we didn’t have weather reports? We just sat around the Marconi station and hoped someone would telegraph what the weather was nearby.
It’s all about tickets. The biggest ticket day is on months with 31 days and next day is the 1st. Two odd days in a row.
Eye roll. So, how much snow is “enough”? It’s a subjective measure and is an excuse for argument. December 1 to March 31 is an objective statement. Not open to interpretation and the rule is the same for everyone. Just park on the proper side of the street, already.
Amazing… People never cease to amaze me. Im sorry but its a law and we all know its coming. Stop signs aren’t optional, speed limits are there to abide by etc etc. But alot of people dont care and break laws. This site is full of the major ones.
Snow or no snow who cares its a law!! Abide by it and In the 25 years I’ve lived in Kenosha I’ve been ticketed once which was MY fault. But I learned.
It’s such a hooray for me the heck with you world now. Sad.
It’s not the alternate parking that stinks, its knowing that the road won’t get plowed for another 20 hours, long after the ticket; …that bites.
And not just in the city. Steinbrink jr had his issues but PP streets got plowed and salted.
