KENOSHA, Wis. — A Chicago man accused of stealing trailers more than five years ago was finally arrested Thursday after evading authorities for half a decade. On Friday, Court Commissioner William Michel II cut his bail in half, despite the lengthy delay in bringing him back before the court.
