Drug-Using Counselor Out On Bail For Allegedly Operating A Firearm While Drunk, Sends KCE 18 Bizarre Emails Starting at 1:00 A.M.

A former foster mom is not happy that KCE wrote an article about her recent arrest and criminal case. So upset, in fact, that she began emailing KCE at 12:57 am on Saturday, July 20, 2024. Jacqueline Covelli-Niccolai, 37, of Kenosha, sent KCE Editor Kevin Mathewson 14 emails in a 3-hour period containing bizarre, questionable, concerning, and explicit emails.

Niccolai went on about how a Kenosha nail bar “fucked up” her finger nails and they look “really bad.” This particular email came with a photo. She then told KCE about medication she was taking, pot holes in the city, unwanted hairs on her chin because of menopause, high gas prices, the increasing fees for streaming services, the fact that she doesn’t pay her water bill. She referred to Mathewson as lover-boy and signed some emails “love always,” “xoxo,” “love,” and “forever yours.”

She put some emails in the mix calling Mathewson “pathetic” and a “bitch.” She then quickly switched gears and told KCE that she “ran out of eye lash clusters today. Now I’m using the shorter lashes. I don’t [think] they look as good as the longer ones. I hope they look ok for the pictures you take of me in court. I will definitely be dressing up [for] you sweetheart.” She then wrote that Mathewson’s face “turns [her] on.” She then mentioned fellatio (oral sex).

Mathewson believed that Niccolai was intoxicated during the emails. While on a $500 cash bail, Niccolai is prohibited from consuming alcohol. Mathewson called Kenosha Police requesting a wellness check because it has been reported that Niccolai had been suicidal in the past. Kenosha Police went to her home and one officer told another officer over the radio to use caution because she “was armed last time I spoke to her.” Two KPD Officers responded to Niccolai’s residence, but a person who answered the door wouldn’t allow police to check on her, saying that Niccolai was in the bathroom. Niccolai wrote in another email “It’s so weird to (sic) officers just came to my house and asked about you and asked about me. They’re wondering if we have a love affair. Do we?” Niccolai posted on social media in an exchange with failed assembly candidate Crystal Miller (D) that the Kenosha Police spoke about Mathewson and told her that she was writing “drunk emails.” The body camera below determined those were all lies. KPD never spoke with Niccolai. She refused to leave her bathroom, according to a man or woman that answered the door.

Incident Leading To Niccolai’s Arrest

Niccolai was taken into custody by the Kenosha Police Department early on May 28, 2024. Niccolai was charged on June 25, 2024 with “operating a firearm while intoxicated.” If convicted, Niccolai faces up to nine months in prison and up to a $10,000 fine.

According to the criminal complaint:

A Kenosha Police Officer reported that on May 28, 2024 at approximately 2:31 a.m., he was dispatched to a residence in the 7900 block of 48th Ave for a welfare check. Dispatch advised the caller stated she was the sister of Jacqueline Niccolai, and was on a 3-way call with her. The caller wanted Niccolai checked on as she was not making sense and making off comments.”

Upon arrival, officers made contact with Jacqueline P. Niccolai, identified via WI photo driver’s license. Niccolai gave consent to officers to enter her home. Police immediately observed Niccolai to be swaying while standing, slurring her words, and she had a very strong odor of intoxicants emanating from her breath. Niccolai was not making sense when police asked her questions but she did advise that she was in a group text message with a girl named Ashley Blanck. Niccolai stated Ashley had made threats to kill herself in the text message group. Niccolai stated that Ashley lived in Carol Beach.

Police asked Niccolai if she could show him the text messages and she advised she would go and grab her phone to do so. The responding officer spoke with a backup officer and he advised that he was going to walk to his squad to make a phone call regarding this matter. During this time, Niccolai walked away briefly as they had discussed her grabbing her cell phone.

While speaking with the backup officer, Police observed Niccolai re-approach the backup officer and enter the kitchen area next to the living room where they had been standing. Instead of showing him a cell phone, Niccolai walked quickly away from his direction into the kitchen area near a staircase that led downstairs. Police then observed a slightly curved black handle sticking out of the back of Jacqueline’s dress near the small of her back. He recognized the shape of the black handle to be consistent with the handle of a revolver (handgun, aka pistol). The officer immediately ran to Niccolai’s location and ordered her to stop several times. When he was in close proximity to her back, he observed the black handle to be a revolver. Police immediately removed the revolver from the small of her back with his right hand while she was faced away from him. The officer turned to his right and placed the revolver on top of the fridge away from her reach while maintaining control of her person with his left hand. For Niccolai’s safety and officers’ safety, he placed Niccolai in handcuffs. The backup officer took possession of the revolver. Around the time that the backup officer had rendered the revolver safe, he observed the ammunition that was unloaded from the cylinder. The ammunition was consistent with the size/color of .38 Special steel cased ammunition.

In court last month, Niccolai appeared without an attorney. The Kenosha DA’s office asked for a $500 cash bail and Kenosha County Court Commissioner William Michel II ordered the cash bail.

Niccolai, according to court documents, has admitted to police that she has recently done illegal drugs. She is three-times divorced and admitted to cheating on her second husband and was accused of cheating on her third husband. She has fostered and adopted children. Her social media reports that she is a Licensed Professional Counselor (LPC) at a popular Kenosha Mental Health Counseling and Family Court Services organization, however, the director for this facility confirmed with KCE that she is no longer employed there.

Niccolai has a criminal charge and or conviction out of Riverside, CA. The nature of the charge is unknown. Niccolai used to be largely involved in the local Republican Party, but has been shunned by most members. There is one exception. The local party’s Sergeant-at-Arms, Matt Augustine, who likewise has a criminal history, took to Facebook to defend Niccolai. Augustine has at least one conviction – for burglary to a locked vehicle. Augustine has been referred to as “creepy” by other women involved in the local party.

Niccolai is due back in court on July 26, 2024.
