KUSD Bilingual Community Liaison, And Former School Board Member Terminated, Facing Criminal Charges

A Kenosha Unified School District “Bilingual Community Liaison” and former School Board Member Tony Garcia was terminated by the Kenosha School District from his job at Indian Trail High School. On November 14, 2024, he was placed on administrative leave. KCE is told that Garcia was allegedly acting very inappropriately with a minor high school girl.

“Tony Garcia was terminated effective Nov. 22, 2024,” said Tanya Ruder, KUSD’s Chief of Communication. KCE also learned that the Kenosha Police Department was contacted and initiated an investigation. A Kenosha Police Detective found probable cause that a crime occurred and referred at least one criminal charge to the Kenosha DA’s office.

KCE contacted Mike Graveley (D), Kenosha County’s outgoing DA. We asked him if his office will be charging this case, or if he will send it to a neighboring community. He refused comment.

Garcia has worked for many schools in Illinois and Wisconsin.

Garcia served one term on the Kenosha Unified School District and decided to not seek re-election. He later ran again and lost. He also unsuccessfully ran for Mayor of Kenosha this year. He is a seasonal employee of the City’s department of public works.

KCE also made contact with mayor Bogdala. We asked him if these allegations would have an affect on Garcia’s City employment. Bogdala didn’t care to comment. He and Garcia are friends. Garcia even endorsed Bogdala for mayor.

Kenosha’s City Administrator John Morrissey did speak with us and told us that Garcia isn’t a current employee of the City and as with all seasonal employees, he would need to apply for the job next year. Asked if charges and/or convictions would play a role in Garcia’s re-hiring, Morrissey said it would depend on the severity and nature of the convictions, if any occur.

  1. When is KUSD planning to implement any vetting process in its hiring decisions? Are we up to 12 KUSD teachers/employees in 1.5 years who have been charged or terminated because of illegal sexual behavior with minor children now? KUSD takes the biggest portion of our property taxes & there’s no accountability! The arrogance of this taxpayer-funded organization is staggering.

      I’m just surprised that KUSD actually fired him, instead of letting him resign like they have done with so managed others that we have read about!!
