KENOSHA COUNTY, Wis. — When Judge David Hughes was appointed by Tony Evers to serve as circuit court judge for Kenosha County Circuit Court Branch 4, the reaction around the courthouse was a mix of curiosity and cautious optimism. Judicial appointments matter here. They shape not only outcomes in individual cases, but public confidence in whether justice is applied firmly, fairly, and without favoritism.
In the short time Hughes has been on the bench, a clearer picture is beginning to form — and it’s one that deserves acknowledgment.
After speaking with both prosecutors and defense attorneys who have appeared before him, a consistent theme emerges. When violent crime is properly before the court, Hughes has not shied away from taking it seriously. He has shown a willingness to impose firm rulings grounded in the law, signaling that violence will be met with accountability rather than indifference.
At the same time, those same attorneys — including defense counsel who have no incentive to offer praise lightly — describe a judge who applies the rule of law evenly. Arguments are heard. Records matter. Decisions are explained. There is no sense that outcomes are preordained based on who is standing at counsel table.
That balance is not easy, and it is increasingly rare. Too often, courts swing wildly between performative toughness and reflexive leniency. What stands out so far about Hughes is an apparent refusal to govern from ideology or impulse. Instead, he appears focused on process, statutes, and facts — exactly what the public should expect from a circuit court judge.
This is not a victory lap. Judicial performance is measured over years, not weeks. Patterns emerge slowly, and trust is earned incrementally. But early impressions matter, and early impressions here are encouraging.
Kenosha County has seen its share of courtroom controversy and public frustration with judicial outcomes. In that context, a judge who commands respect from both sides of the aisle — even briefly — is worth noting.
For now, Judge David Hughes appears to be doing the job the right way: tough where the law demands it, restrained where fairness requires it, and attentive to the responsibilities of the office. Kenosha County hopes he keeps it that way.

Hughes is a normal real middle ground person who has common sense and one where you can agree to disagree like the majority (70-80%) of Americans that don’t make headlines or click bait.
Anything Evers has a hand in should be a red flag.

He is smart, kind and even tempered. He won’t shy away from making the hard decisions and won’t be swayed by a popularity contest. I have high hopes for him.
