KENOSHA, Wis. — Anna Marie Crocker will be in her mid-80s when she is released from the Wisconsin state prison system and begins decades of extended supervision after Judge David Hughes sentenced her Tuesday to 51.5 years in prison. Kenosha County Eye was in the courtroom as Hughes delivered one of his first major sentencing rulings since taking the bench.

Crocker, 34, of Salem, previously pleaded guilty to seven felony child sex crimes involving multiple boys, including first-degree child sexual assault, sexual exploitation of a child, child enticement, second-degree sexual assault of a child, use of a computer to facilitate a child sex crime, exposing intimate parts to a child, and felony intimidation of a victim. Additional charges were dismissed and read in for sentencing.

Deputy District Attorney Rosa Delgado delivered a blistering argument before the sentence was imposed, calling Crocker “an opportunistic predator” whose conduct was “illegal, forbidden, and immoral.” Delgado told the court that Crocker “shattered the boundary between childhood and adulthood” and “robbed these boys of their innocence and youth.”
“As a society, we do not tolerate adults who sexually abuse children,” Delgado argued. “Parents send their children to school to learn — not to be groomed or exploited by someone in a position of trust.”
Judge Hughes echoed the harsh characterization in a lengthy ruling from the bench. He described the crimes as predatory and calculated, saying they reflected a disturbing pattern of manipulation.
“The defendant victimized these children while she was an adult, while she was a school employee,” Hughes said.
He detailed how one victim was ambushed while sleeping and how another was lured out of his home in the middle of the night. The court emphasized that the conduct did not end with the assaults themselves.
“The defendant would blame or otherwise assign responsibility for her assaults, her actions, or her crimes onto boys who were 12, 13, 14… too young and unable to be responsible for the actions,” Hughes said.
A significant portion of the ruling focused on statements Crocker made during the presentence investigation prepared by the Department of Corrections. Although she told the court she was accepting responsibility, the judge said the PSI reflected something different.
“Specifically, in multiple occasions throughout the PSI, the defendant cast herself as the victim and the victims as perpetrators,” Hughes said. “In the court’s estimation, in the court’s view, that is not taking responsibility.”

When given the opportunity to address the court, Crocker briefly apologized and said, “What happened wasn’t me,” while also telling the judge she was “truly horrified by the horrible decisions” she had made. Much of her statement focused on the impact the sentence would have on her own children and family.

Judge Hughes said her allocution centered more on the consequences to herself than on the harm inflicted on the victims, and that lack of full accountability weighed heavily in his sentencing decision.
Victim impact statements described ongoing anxiety, emotional trauma, academic struggles, and lasting psychological harm. Families asked the court to impose a substantial prison sentence that reflected the seriousness of the crimes.
The seven felony convictions carried a combined maximum exposure of more than 200 years in prison under Wisconsin law. Judge Hughes ultimately imposed 51.5 years in prison, followed by extended supervision that will keep Crocker under Department of Corrections oversight for decades after her release.

With the sentence imposed, Crocker will spend the remainder of her natural life either incarcerated or under strict state supervision. Court observers noted that the length of the sentence — one of Judge Hughes’ first major rulings — signals that his courtroom may take a particularly firm approach in serious sexual assault cases involving children.

Although the crimes aren’t the same, the entire description of her behavior would fit a lot of teachers sending their kids out with pre-printed signs against ice.
