Woman Accused Of Dragging, Killing Man Charged Today – $50,000 Bail Ordered

A woman who splits her time between Illinois and Wisconsin has been charged for Sunday morning’s crash that took the life of 52-year-old. Sheila Tennin was charged today with three felonies:

Hit and Run – Resulting in Death, and
Knowingly Operate Motor Vehicle Without a Valid License – Cause Death

If convicted of all counts, Tennin faces about 56 years in the Wisconsin Prison System.

Officer Niesen of the Kenosha Police Department reported that on June 8, 2024 at 8:59 p.m., she and other officers responded to the area of 63rd Street and Sheridan Road in the City and County of Kenosha, State of Wisconsin for a report of a person being struck by a vehicle.

Upon arrival, Officer Niesen observed a black sedan facing southbound at the Sheridan Road entrance for the former Car Source, located at 6226 Sheridan Road. Upon her approach, Officer Niesen observed the front tires of a black Ford bearing Illinois registration EH91401 positioned off the roadway, in the parking lot area. The rear tires were on the public sidewalk. Officer Niesen observed a human body underneath the Ford. Officers advised the subject was pinned underneath the car, unable to be moved, and did not have a pulse and was not breathing.

Officer Niesen observed a female, later identified as defendant Sheila Tennin standing outside the Ford on the passenger side. Tennin admitted to driving the Ford, and stated she did not remember the numbered street where the incident occurred. It was later determined that the original incident occurred at 58th Street and Sheridan Road, also in the City and County of Kenosha, State of Wisconsin. Officers noted that there was a trail of blood leading from 58th Street to the area where Tennin’s vehicle was located.

Kenosha Fire Department personnel arrived on scene and covered the body of the deceased individual found under the car, who was later identified as Troy Wohlgefahrt.

Officer Niesen asked Tennin if she consumed any alcohol and she stated she did not. Tennin also denied taking any drugs. Officer Niesen asked Tennin if she was willing to provide a sample of her blood, to which Tennin responded in the affirmative. Tennin was transported to Froedtert South Hospital in Pleasant Prairie where a blood sample was obtained. Officer Niesen noted that Tennin stated multiple times that she did not see a person when she was completing a turn from westbound 58th Street to southbound Sheridan Road.

Officer Niesen took a statement from Tennin, who stated she left her boyfriend’s house at 5711 7th Avenue with the intention of going to the gas station at 60th Street and Sheridan Road. Tennin said she was driving westbound on 58th Street to turn on Sheridan Road, and was stopped at the red traffic light. Tennin said the traffic light turned green and she looked both ways. Tennin stated she did not see anyone, so she completed her left hand turn when she heard a loud “thump” underneath her vehicle. Tennin thought she ran over/hit something that was already in the roadway, and used an example of a “tire” or a “piece of carpet” being left in the roadway. Tennin stated that if she would have struck a person, someone would have seen it and told her or called the police.

Tennin stated she continued to travel southbound. Officer Niesen asked Tennin why she did not stop at the gas station like she intended, and Tennin said there was a lot of traffic behind her, so she kept driving southbound. Tennin said her vehicle began to drive differently and explained it as if it was “pulling,” so she pulled over in the location where was located by officers. Tennin stated someone in a white vehicle pulled over and told her there might be a body under the vehicle. Tennin stated she got out of her vehicle and looked underneath and she saw the body. Tennin stated the subject who advised her of this called 911 but she did not.

Officer Aquino reported that he is certified as a drug recognition expert (DRE). Officer Aquino reported that he responded to the hospital, where Tennin agreed to undergo a DRE evaluation. During the evaluation, Tennin admitted to smoking marijuana two days previous at her house in Illinois, and had smoked 2-3 blunts. After performing the tests and making observations in the DRE report, Officer Aquino determined that Tennin was under the influence of cannabis and was unable to operate a motor vehicle safely.

Officer Moretti reported that he also spoke with Tennin during the DRE evaluation, and Tennin gave a similar statement to the one she provided Officer Niesen. Officer Moretti learned that Tennin had a suspended driving status out of Illinois, and had no valid license in Wisconsin. Officer Moretti asked Tennin if she knew her driving status, and she stated “to be honest, I was probably suspended.” Officer Mathews spoke with Miguel Tobias, who observed the initial collision. Mr. Tobias stated he was traveling northbound on Sheridan Road and was stopped at the red light at Sheridan Road and 58th Street. Mr. Tobias stated he observed a male subject crossing Sheridan Road and attempting to travel eastbound on foot. Mr. Tobias stated he observed this male fall to the ground in the southbound lanes. Mr. Tobias stated he believed this subject was jogging across the street to avoid traffic from hitting him.

Moments later, Mr. Tobias stated he observed a black sedan traveling westbound on 58th Street make a left turn to travel southbound on Sheridan Road. Mr. Tobias believed this vehicle had a yellow traffic signal when making the southbound turn. Mr. Tobias saw the sedan get very close to the male subject in the road. After the sedan passed, he did not see the male continue. Mr. Tobias stated he made a right turn on 58th Street and circled the block to make sure the male was okay. Mr. Tobias stated he observed a red substance in the southbound lanes of Sheridan Road, that he believed to be blood from the male subject that fell. Mr. Tobias proceeded southbound and observed the black vehicle parked on the west side of the road in the 6200 block of Sheridan Road. Mr. Tobias stated he parked his vehicle and made contact with the driver. Mr. Tobias immediately contacted 911 and requested assistance.

Officers located surveillance video from Reuther High School that overlooked the intersection of 58th Street and Sheridan Road. Officer Weidner reviewed the video, where he observed Mr. Wohlgefahrt running across Sheridan Road. Officer Weidner indicated that the northbound and southbound traffic light was red, which would have made the pedestrian signal display “Walk” in the direction that Mr. Wohlgefahrt was walking. Officer Weidner reported that the video shows Mr. Wohlgefahrt lose his balance and fall on his stomach in the area where the blood trail started, as well as where a cellular telephone was located. When Mr. Wohlgefahrt fell to the ground, the black vehicle that had been stopped at the red light at 58th Street began to make a right turn and drove over Mr. Wohlgefahrt. Officer Weidner noted that the vehicle jolted upward (almost airborne) as it initially ran over Mr. Wohlgefahrt. Officer Weidner noted the video shows that it was obvious the vehicle struck something. The video shows the vehicle slow to a stop in the curb lane before beginning to drive southbound again. The driver did not appear to get out of the vehicle to check to see what was struck or ran over.

Based on the evidence at the scene and witness statements, it was determined that Tennin continued past the initial collision nearly five blocks with Mr. Wohlgefahrt’s body underneath her car. Using a distance measurement tool in Google Maps, it is estimated Tennin continued approximately 2000 feet past the point of initial collision without stopping.

Based on the witness and defendant’s statements, the DRE exam showing Tennin to be under the influence and video, Tennin was placed under arrest and transported to the Kenosha County Jail.

In court today, Tennine cried for much of the hearing. Wohlgefahrt sister addressed the court saying:

“I don’t think there should be a bond. My brother lost his life, so I would think it would be fair for her to be out on the street, but he has nothing now. And we have to deal with it now.”

Kenosha County Assistant District Attorney Zach Brost asked for a $50,000 bail, ciring the loose ties to Wisconsin and the great exposure of potential prison time.

Kenosha County Circuit Court commissioner William Michel II set bail at $50,000 cash, saying:

“The court has reviewed the criminal complaint. The court does believe this is a very strong case against Ms. Tennin. As stated within the criminal complaint, it’s alleged that there’s a video of the incident. The court does believe she is facing a substantial period of incarceration. The court reviewed this, and it’s over 50 years of incarceration. The court does believe that a substantial cash bond is warranted. The court is going to follow the state’s recommendation of a $50,000 cash.”

Tennin is due back in court on June 18, 2024 for a preliminary hearing.

A cousin of Wohlgefahrt said that “all of his rough edges were smoothed out by his huge heart. He loved those that he cared for fiercely and would risk anything and all to protect them. I’m glad I was able to be one of those people. Our memories will last me a lifetime and I’m going to miss you so much.”

      Thirdly, there was a curfew in place but no one compiled with and started destroying other people’s properties. Fourthly, Kyle was defending himself. Lastly, the jury found Kyle innocent based on the evidence. Again, people are responsible for their actions. Just like this woman, she was under the influence, driving when she shouldn’t have and took a life.

  9. I’ve been thinking about this incident a lot, and it bothers me because there are so many victims here. Even the woman who hit the man clearly did so without intent, though if she had gotten out of the car to look right away, this may have had a very different ending. So now a man is dead, a woman is facing serious consequences, her children are at huge risk, and it’s very likely that many other family members and friends are hurting. I’m just going to keep praying for all of them and hope you’ll do the same.
