Kenosha Man Wanted In Calumet County For Felony False Representation – Also Wanted In Illinois

A Calumet County Circuit Court Judge issued a body warrant for a Kenosha man on November 18, 2021. A body warrant means that he must see a judge before he will be given a bond. If arrested, he is ineligible to bond out and will be transported to Calumet County. Jesus “Jesse” Salazar (31) of Kenosha was charged with one count of felony theft -false representation (> $10,000 – $100,000) as a repeater. If convicted, he faces 16 years of imprisonment.

According to the criminal complaint filed by prosecutors, Salazar met a 70-year old Appleton man on Grindr. The two men “hung out” for about two weeks. The alleged victim was selling his 2013 Cadillac for $10,000. Salazar offered the man $15,000. The man signed over the title to Salazar and Salazar later gave him a check for $15,000. The check bounced. Salazar then asked the man for his bank account information to wire him the money. The man reported that instead of being paid the $15,000, $4,000 was taken out of his account and more later, seemingly from Salazar. The man reported this activity to police. He told police that Salazar told the man he was an attorney out of Chicago, a probation officer in Wisconsin, a professional actor, and a investigative reporter with NBC Chicago. The alleged victim is out on bond for 7 counts of possession of drugs including one felony. Salazar told the man that he would represent him in this matter as his attorney. The alleged victim told police that Salazar dodged his calls for about a month and received 24 toll violations in the mail.

The vehicle was entered as stolen and Salazar was arrested in Kenosha on July 3, 2021. Kenosha Police asked Kenosha DA Mike Graveley to charge Salazar with felony operating a vehicle without owner’s consent and Graveley refused. Salazar was released on 9/30/2021, serving about three months for a probation hold. Shortly after being charged in Calumet County, prosecutors in Will County, Illinois asked a judge for a warrant to revoke Salazar’s probation. He was on probation for a battery/cause bodily harm conviction from December of 2019. He was scheduled to be terminated from probation last month but now it will likely be revoked. He is now wanted in Wisconsin and Illinois.

While incarcerated in the Kenosha County Jail, Appleton investigators questioned Salazar. At first Salazar denied the allegations, but later in the interview he finally gave up telling police “I did it, man. I’m not going to sit here an lie to officers.” Salazar said he has a cocaine, alcohol, and meth habit for the last five years. Salazar gave police consent to analyze his cell phone, but he later rescinded consent so police got a warrant. Police went through Salazar’s phone and said they found evidence that he “scammed” many victims in Illinois and Wisconsin. In one case they say he impersonated an investigator from the Cook County State’s Attorney’s office.

Salazar has convictions for stalking, violating state/county institution laws and issuing worthless checks in 2011, hit and run resulting in injury in 2012, impersonating a peace officer in 2013, election fraud in 2016, and disorderly conduct in 2019. The only known record in Illinois is the batter/bodily harm from Will County, Illinois.

Reached by cell phone, Salazar told KCE he is working to set up a voluntary appearance for the Wisconsin warrant.

In my experience, once he’s got all he can from a person, or once a person has him figured out, he either becomes violent, brandhsing a KPD badge and a gun (He’s a repeat felon, he isn’t even supposed to HAVE a gun), or he makes up stories to the actual police. I got the snot beaten out of me by a KPD officer after this bozo claimed I attacked him, despite having proof I was visiting friends up north when the incident allegedly occurred. I even had witnesses, and a restaurant my friends and I were at, I had the receipts with date/time stamp. I suspect he is buddies with at least one or two KPD officers, there’s no other way he could pull all the stuff he does in Kenosha. Dunno about Chicago though. Hope you get something back at least. Or that this sociopath at least ends up in the slammer for a long, long time.

I don’t know if it will help you get your money, but according to that court doc I linked to, that scumbag is supposed to be able to travel to Illinois only with court permission and only for specific reasons then. Maybe contact the Calumet County, WI DA’s office and let them know, I’m sure they’ll be very interested in knowing what he’s actually up to. Given the problems he’s caused me and some of my friends, I’d love to see him rot in prison, especially if his cell mate is Bubba.

      He is out on bond in Calumet County for 2021CF297, which states he may only leave WI with court permission.
      I do not see that he was granted any permission to be out of the state.
      If you have documentation that he was in Chicago, please share that with law enforcement.

        1. I hope these incidents are being reported to law enforcement, and notifying the Calumet County DA is not a bad idea either, as he is violating the terms of his bond. He has tried contacting me extorting money, and he has tried to extort money from my place of work, I’ve filed police reports, so has my boss at work. Frankly, I see this as the last acts of a desperate “Man” and I hope he ends up going away for a long, long time.
