Kenosha Man Holding on $50,000 Cash Bail For Burglary Caught By Off Duty Sheriff’s Deputy

A 34-year-old Kenosha man is on a probation hold and also just had a cash bail set today of $50,000. Ricky J. Neubecker, 34, of Kenosha was charged today with Felony Burglary Of a Building or Dwelling, Felony Bail Jumping, and Felony First Degree Recklessly Endangering Safety, all as repeaters. He faces over 30 years in prison if convicted.

On October 30, 2024, an off-duty Sheriff’s Deputy saw a man, later identified as Ricky J. Neubecker, Jr, inside a house that wasn’t his in Carol Beach. The Deputy told dispatch that the man left in an older model minivan. Various officers positioned their squad cars to try to cut off the fleeing suspect.

Pleasant Prairie police arrived at the home and found the garage door was open and lights were on inside. When other officers arrived, he inspected the garage. He noted that a vehicle inside had been “rummaged through;” numerous items were scattered throughout the interior and the glove compartment was open and disarrayed. Several filing cabinets appeared to have been opened, with papers wedged in the openings.

The responding officer looked through windows into the house. He observed items on the floor inside, leading him to believe someone had accessed the house without consent. The responding officer then responded to the 8500 block of 7th Avenue to assist other officers with a traffic stop. The sole occupant of the minivan was ordered out at gunpoint. Another officer reports that this occupant was identified as defendant Ricky Neubecker. The responding officer arrested him and then searched his person. He found a miniature Coke can and numerous coins in the Neubecker’s pockets. The responding officer later learned from another officer that similar miniature Coke cans were found inside the residence. The backup officer reports that he first observed the minivan turning northbound onto 7th Avenue from 85th Street.

Police learned that Neubecker lost control of his vehicle while fleeing and damaged a tree. The responding officer searched the minivan and found numerous documents, including personal identifying information such as passports. He also found several older banking notes. Several of the documents had names that did not match the suspect’s name.

A Pleasant Prairie Police sergeant questioned the off-duty deputy who happened to be in the area visiting a friend. The Deputy told PPPD that he activated his flashlight and pulled out his service weapon. As Neubecker accelerated away, he almost struck the deputy.

In court today, Kenosha County Assistant District Attorney Jennifer Adams asked for a $50,00 cash bail. It was granted by commissioner William Michel II. Neubecker is due back in court a week from today for a preliminary hearing.

    So much for the “we need tougher gun laws” crowd. The above charge is always the first charge that is dropped by liberal DA’s. Not surprisingly, the charge carries a mandatory jail penalty. Once we get a governor that has any brains and a smart legislature, they should make it illegal to drop that charge by DA’s. Crime would go down dramatically.
