Stephanie Knezz is running to be on the Kenosha County Board and will be on the ballot this April 2nd. We told you that, as a teacher in Illinois, the tells her students she’s “queer,” and doesn’t like white scientists. A resident of Kenosha County’s second district took to social media to post that Knezz lives in Illinois. “[Knezz] then explained that she lives in Evanston where she is a Chem Prof at Northwestern.” The post on Nextdoor caused a big stir. Jodi Meurhoff, a millionaire limousine liberal and an officer with the Kenosha County Democrat party, defended Knezz, but presented no evidence.
According to her campaign paperwork, Knezz listed an address in the 5900 block of 3rd Ave. KCE looked up the address and learned that it belongs to her 70-year-old mother. We asked Knezz how she splits her time between her Mom’s house in Kenosha and her residence in Evanston. She didn’t want to talk about it. She ignored us. We also asked about a DUI arrest in Illinois – she didn’t want to talk about that either. KCE asked the County Clerk about Knezz. County Clerk Regi Waligora (D) told KCE “As clerk, I am not required to investigate [candidate eligibility].” She is being slightly disingenuous though. In 2022, she received an anonymous tip that a republican running for office didn’t live where she said she lived. Waligora actually drove out to the residence and spoke to the landlord of the candidate. She asked if the candidate actually lived there. He confirmed her residence. It is unknown why Waligora investigates Republicans and not Democrats.

KCE has since heard from other residents of the second district that claim Knezz lives in Evanston, but is running in Kenosha. She was recruited by the Kenosha County Democrat party to run against longtime county board member and democrat Terry Rose, a local attorney. They didn’t feel like he was and extreme enough voice on the board. They believe he is too moderate.
Knezz, 35, was arrested for drinking and driving several years ago in Illinois. Knezz was speeding, driving without valid registration and drinking – she failed the standardized field sobriety tests. We also asked Knezz about this arrest and again, no answer.

Someone should look into where Arrington lives since last time he was on the county board. If I recall correctly, he moved out of his district and still held onto his seat, even though he missed many, many meetings, he still wanted that paycheck. The only reason he resigned from the county board was he ran for KUSD school board and wrote his real address on his paperwork and outed that he no longer lived in the district.

The legal determination of residence is made on a case-by-case basis and the analysis can be complicated. For example, there are people who have “sham” residences for various purposes and then there are people who legitimately hang their hats in more than one place. One of the criteria is where does the person intend to return.
For example, the former mayor of Milwaukee is now ambassador to Luxembourg. I suspect he “lives” at the embassy but he didn’t give up being a “resident” of Milwaukee. And, of course, we have the “snowbirds” who spend a good chunk of the year in Florida or Arizona. Many have “second homes” there but like the birds come back when the weather warms up.
In my own case, I was once a Kenoshan working for a Wisconsin based company at one of its Michigan facilities. Too far to drive home at night! I had a sleeping room I rented by the week there with virtually no “comforts of home.” Most weekends I came back to my home in Kenosha. I never had any substantial physical presence in Michigan — most of my property was in Kenosha, car registered here, Wisconsin driver’s license and I voted here. I filed nonresident Michigan and resident Wisconsin tax returns. Though I spent the bulk of most weeks in Michigan I never forfeited Wisconsin residency.
Things aren’t always as clear cut as this, however. Where I worked in Michigan we had many Chicago officials who had weekend retreats, including Mayors (plural) Daley. In Kenosha County Ald. Burke and his wife, an Illinois Supreme Court justice, have a weekend and summer retreat. Residency issues come up a lot in border counties. In some cases there are “sham” residences and in others it’s a legitimate close call and someone has to declare which “home” will be their “legal residence.”
“Not living in Wisconsin” may — or may not — be relevant to the issue of “residence.” When I worked in Rockford (for the same previously mentioned Wisconsin company) we used to joke with many of the city and county elected officials about their “other” homes in the Town of Turtle near Beloit. There’s a case (before the state law was changed) about Madison city employees who had family homes outside the city and rented “crash pads” in the city to claim city residency for employment purposes and the courts didn’t buy it. In this case, Knezz has a record of being a registered voter in Kenosha and voting for several years. She works in Evanston (and possibly sometimes in Madison, too). She may “live” in Evanston during the week but the legal question of “residence” may turn on where she intends to return. There is no magic “checklist” in the law (which is not well defined, by the way). One thing that is pretty consistent though is that you have to be consistent. For example, when I took college credit classes while living in Michigan I paid nonresident tuition because I was a Wisconsin resident. Note, though, the use of the colloquial word of “live” or “lives” may have limited meaning. If my car was being fixed at Blossomland Motors or I left a suit at Michigan Cleaners I would legitimately give my address as 233 Michigan instead of 2009 17th Avenue, Kenosha, because for their purposes they would more likely rely on the address where they would be able to find me that day or the next day. That’s just common sense.
Now the question of who deals with a complaint of nonresidence. When candidates run for office they must declare candidace and circulate nominating papers declaring their residence. The filing officer is charged with ruling on any challenges to the validity of the nomination. The time for challenging this locally has passed. If someone is elected to office or remains in an office for this they are not qualified to occupy then a complaint may be made to the Attorney General of Wisconsin.
Residency disputes are often complicated and sometimes it almost comes down to a coin toss — not literally but a sometimes person will have to choose one or the other but not both.
It’s really not that complicated, and nothing you described is confusing. What it is, is hidden and the average citizen can’t just walk in some place and demand to see stuff that would answer the questions in a hurry. We have people who have resided in Kenosha for years yet still drive around with Illinois plates, we have senator work who supposedly moved into an apartment rented from the Bell family but anyone who drives by which is pleasant prairie House would find him there more often than that. It’s not complicated at all, it’s just hard to find people who don’t want to be found in a legal system that won’t let you find them easily.
Where does she reside for the majority of the year is the common sense question! 🤪

I have worked as an election judge for many years. At every election there are election monitors who can challenge if a voter is eligible to vote. These monitors have designated party affiliations. The election judge must document the challenge and process it accordingly.

Depends on when, where and why the challenge is made. The filing officer (county clerk) would be the likely choice at the inception of candidacy . Once that window for challenge is closed then it may have to wait, as a practical matter, to see if they win the election. If they do then the challenge would be made to the Attorney General. If the Attorney General refuses to proceed a person who has legal standing could bring a court challenge.
P.S.: I know about the court challenge because I did one once after the Attorney General declined to prosecute.

As it stands the time frame to challenge qualification for ballot access has passed — no challenge to nomination papers.
A county board members once elected must remain a resident of their district or they vacate their seat.
If a person is holding office illegally an action called a quo warranto may be filed by an person with standing to do so.
For over 10 years Knezz has been a registered elector at her stated address. It would take some significant evidence to dispute that. Residence challenges are tricky as people often have more than one dwelling. Joe Biden lives at 1600 Pennsylvania Avenue in Washington, D.C. but also has his residence in Delaware.
It’s living in the area where you represent.
Biden currently represents the whole United States.
Even when in congress from Delaware, Washington is the place that you “go to” to represent.
