Four Apply For Kenosha Unified School Board “Vacancy”

Four local residents have applied to the Kenosha Unified School District to be appointed to join the board of education for a one-year term. Board member Eric Meadows was elected in the Spring of 2022 to serve a three year term. Kenosha Unified Superintendent Jeff Weiss (D) and school board president Yolanda Santos (D) decided to unilaterally remove Meadows from the board for what they say was a “clerical error”, an assertion most don’t believe. Because of this unprecedented move, there is a vacancy on the board. The policy that Weiss and Santos are relying on is Policy 8330. This is clearly incorrect. The first line of this policy reads:

“Vacancies on the School Board, including resignations and retirements, shall be filled following the procedure outlined below in accordance with state law.”

Meadows has neither resigned, nor retired. Four members have applied to fill the spot. They will be interviewed by the current board on February 20, 2023 at 6 p.m. at Indian Trail High School at 6800 60th St in Kenosha.

Megan is a local family attorney and Guardian ad Litem who has two children who are not yet school-aged. Megan told KCE late Wednesday night that she withdrew her application because of the last-minute change in the date. She has court appearances on the newly scheduled date. “I have a duty to my clients that needs to come first.” She did tell KCE that we should watch for her in the future.

  1. The board could appoint Meadows and move on. I think this respects the voters and makes some amends for the screwup.

    But people in the education business aren’t always smart so they may give it to someone else and that sets the stage for the court battle.

    One scenario: Meadows sues to remove the new board member on the grounds that the new guy was illegally appointed to a seat that isn’t vacant. Not sure how far that will go.

      1. And if they don’t and they do then it opens the door for Mr. Meadows to file a quo warranto against the new board member on the grounds he was unlawfully appointed and thus holding office illegally.

        1. Never heard of a quo warranto before but I looked it up and it seems to fit:

          (1)  An action may be brought by the attorney general in the name of the state, upon his or her own information or upon the complaint of any private party, against the parties offending in the following cases:
          (a) When any person shall usurp, intrude into or unlawfully hold or exercise any public office, civil or military, or any franchise within this state, or any office in a corporation created by the authority of this state; or
          (b) When any public officer, civil or military, shall have done or suffered an act which, by the provisions of law, shall work a forfeiture of office; or
          (c) When any association or number of persons shall act, within this state, as a corporation without being duly incorporated.
          (2) Such action may be brought in the name of the state by a private person on personal complaint when the attorney general refuses to act or when the office usurped pertains to a county, town, city, village, school district or technical college district.
