KENOSHA, Wis. — A Kenosha mother is facing multiple felony and misdemeanor charges after police discovered three young children and a dog living in squalid conditions inside her apartment.

Micaela Elaine Davis, 29, was formally charged Tuesday in Kenosha County Circuit Court with three counts of child neglect and four animal cruelty-related offenses. Prosecutors allege Davis allowed her twin 3-year-olds and a 5-year-old child with a disability to live in an apartment filled with feces, urine, garbage, and insect activity—posing serious risks to their health.
Police were called to Davis’ 22nd Avenue apartment on June 23 to investigate suspected animal neglect. Upon arrival, officers noted overwhelming foul odors, piles of garbage and diapers, and feces smeared throughout the apartment—including the children’s bedroom and bunk beds. Investigators found bugs swarming the mattresses and a clogged bathtub filled with an unknown black substance.
A Shiba Inu dog, also living in the unit, had no access to clean water and was described as fearful and dehydrated. Davis allegedly admitted the dog “flips” his water bowl. Officers seized the dog on the spot.
Davis initially claimed her children had not been removed by child protective services and were with a babysitter. However, she confirmed they had been staying in the apartment the previous night and resided there regularly. According to officers, Davis attempted to blame the mess on the dog tipping over a garbage can but ultimately conceded to the apartment’s extreme filth.
Photographs provided by the apartment manager corroborated the unsanitary conditions, and a Department of Children and Family Services worker who responded concluded the home was not livable for children.
Davis faces the following charges:
- Three counts of child neglect (Class I felonies), each punishable by up to 3 years and 6 months in prison.
- Two misdemeanor counts related to animal mistreatment.
- One misdemeanor count of failing to provide water to a confined animal.
- One forfeiture offense for cruelty to animals.

During her initial appearance Tuesday, the Kenosha County District Attorney’s Office requested a $1,000 cash bail. Court Commissioner William Michel II granted the request. A preliminary hearing is scheduled for July 2.

Waste of a brand new apartment
Instead of condemning her right away, I think it would be fair to consider the fact that she may be suffering from depression or something similar. Perhaps she is doing the best she can and needs some help.
Well the best she can ain’t good enough. It is possible to ask for help. No excuse.
There are lots of resources out there for her. Not taking care of your children is inexusable.
