KENOSHA COUNTY, Wis. — The Kenosha County Board will vote tonight on whether to approve the purchase of a home at 11312 Burlington Road to house sex offenders on supervised release, a move county officials admit is being taken under pressure from the courts and after years of failed attempts to find another solution.
The situation stems from Wisconsin’s Chapter 980 law, which requires counties to locate housing for certain convicted sex offenders once they reach the community-based “supervised release” stage of treatment. Courts have made clear that Kenosha County must provide such housing, and multiple judges have ordered county officials to comply. When the county failed, one judge found it in contempt and placed sanctions of $250 per week, with the threat of additional fines to follow.
For years, the county tried and failed to find a landlord or vendor willing to lease suitable property. At one point, a judge ordered the county to build or place trailers on the grounds of the Kenosha County Detention Center (KCDC). That plan, which would have kept the offenders on property already owned by the county and under constant monitoring, was widely considered the safest and most cost-effective option. But the City of Kenosha blocked the proposal, with Mayor David Bogdala championing opposition by denying the necessary zoning permits.
As a result, the county was left scrambling to find alternatives. Corporation Counsel told supervisors that after a vendor backed out, the county was ordered to buy property directly. The house now under consideration was originally listed lower, but when the county’s first offer was rejected on July 10, the seller raised the price by $90,000. Forced by court orders, the county then agreed to pay the new asking price of $425,000.
The three-bedroom Burlington Road home will be used to house three individuals currently awaiting placement: Kevin LeDoux, 56; Brian Threlkeld, 44; and Sebastian P. Parker, 41. Once purchased, the state is expected to lease it back at $2,000 to $3,000 per month, providing some revenue — though far less than the $425,000 taxpayers are now being forced to absorb.
Officials note that if the county had been allowed to use the KCDC grounds, the cost to taxpayers would have been limited to installing trailers on land the county already owns — a fraction of the current purchase price. Instead, years of delay and legal wrangling have left residents paying significantly more for a less secure option.
“This is not how I would normally approach a real estate transaction,” Corporation Counsel acknowledged, but said the county has no choice. Judges have ordered the county to act, and failing to comply will only mean more fines stacked on top of the purchase costs.
Mayor Bogdala, whose administration fought the KCDC trailer plan that many officials considered the safest solution, had “no comment” when asked about the property purchase.
The County Board is set to decide tonight whether to move forward with the deal, but critics note that the county’s failure to act quickly, coupled with city opposition, has left taxpayers paying $425,000 for a property that could have been avoided altogether.

cg) The court may not authorize supervised release unless, based on all of the reports, trial records, and evidence presented, the court finds that all of the following criteria are met:
1. The person is making significant progress in treatment and the person’s progress can be sustained while on supervised release.
2. It is substantially probable that the person will not engage in an act of sexual violence while on supervised release.
3. Treatment that meets the person’s needs and a qualified provider of the treatment are reasonably available.
4. The person can be reasonably expected to comply with his or her treatment requirements and with all of his or her conditions or rules of supervised release that are imposed by the court or by the department.
5. A reasonable level of resources can provide for the level of residential placement, supervision, and ongoing treatment needs that are required for the safe management of the person while on supervised release.
(cj) The person has the burden of proving by clear and convincing evidence that the person meets the criteria in par. (cg).
No where does it say the county has to overpay for property. “ reasonable level of resources “
The key wording.
Vote NO!
I’d love to hear the rational on the downvotes
It is so cool that you know how to copy and paste!
What other tricks do you know?
Bringing receipts not trying to be smart or perform magic.
Why on earth did Mayor Bogdala and his crony – City Administrator/County Board Supervisor Morrissey (fake degree) kill the plan to house these people at the KCDC campus. “No comment” is simply not good enough. We demand a comment, please explain why the city was opposed to this plan. I hope County officials remember this when the city inevitably comes asking for money from the county for whatever reason they come up with.
Yes, KCDC would have been
The logical ticket. Not only that, they could have been somewhat supervised more than being out in the county unsupervised.
Perhaps the mayor did not want potential business people and investors in City / County flying into the airport seeing a bunch of trailers highlighting the detention center. Interesting dialogue in the tour vehicle between city official and business investor.
If you’re going to build or bring in a structure, put it where the public doesn’t have to see it and be reminded of all the scum in our community.
Its not in the best interest of the City as it is a County problem. County could put them up at any of their unincorporated properties like their place on 45.
Wouldn’t it just be cheaper to keep these people in prison. Hell, why can’t we just deport them out of Kenosha county? They’ve already taken enough of the taxpayers money! Send those fuckers to Epstein island. We all know the politicians own it anyway
Yeah ok, like thats legal! Lets get realistic here.
I’m all for passing “Taxpayers Don’t Need To Fund The Housing Of Kid Touchers” referendum if it comes up for the next election
Me too, why the f*ck do I have to pay for pedos and child murders?
Wood chipper?
I vote for alligator Alcatraz
So, who are the scumbags who jacked up the price to soak the taxpayers for an additional $90k?
Demand is a hell if a drug. Can you actually fault them?
Maybe they jacked up the price thinking that the county wouldn’t buy it??
Let them live with the Mayor…pos
Sounds like a perfect solution! LOL
i am sure mill’s has a house for sale or a rental in millsville. formally known as pottersville
Bogdala following in the slime that was our previous not to be named slime ball mayor.
So the Mayor of Kenosha should roll over for the County? The County could have built trailers on its property off of 45 or any other other lot they own that is in unincorporated Kenosha.
So they get to live comfortable in a cozy home at the taxpayers expense ……while the victims get to live with a lifetime of trauma and pain ?!!
What kinda backwards sh*t hole do we live in?!? Force those bastards to go to church, get some sort of silver lining in this because only God can save them.
Yea, that will work. Considering the large number of pedophile priests, these creeps will fit right in.
More like pedophile teachers
Most “taxpayers” are just too stupid to pay attention.
That’s how this stuff happens.
Sorry …. just the plain truth.
Once again Mayor Transparency has spoken. Without a doubt at the direction of his handler Morrissey. Obviously another backroom deal inflating the property value blaming the price on demand.
Who benefits financially? Follow the money, a tried & true method Kevin. Answers are in demand.
Hope Morrissey has his eye on a new sock puppet for Mayor.
I predict an upcoming article very soon. The County Executive endorses the purchase of this property with her full support.
The shit show is the only transparency the tax payers see.
Brian Gonzales nailed this. Vote NO!
I would like to know which judge found it in contempt and placed the $250 sanctions. Probably the same one letting them off with slaps on the wrists.
Let them live in Lake County. They are one of the richest counties in the US so I’ve been told. We cant afford them…
Pleasant prairie usually gets these gems. We’ll gladly give some to Paris
It looks like Somers is getting them
Instead of the Mayors “No comment” refusal to give KCE comments, the Mayor needs a spkesperson since he is unable to find the right words. He should give Tanya Ruder a summer job, She is great at bs and lies. A perfect match for his administration.
Do you expect the Mayor of Kenosha to provide comments on everything the County Government does? Once the Mayor said he won’t allow it in his City it is no longer his problem. Ask the County Board why they dragged their feet and expect the City to solve their problems?
That is a great location. Close to plenty of employers that will hire them regardless of their convictions. It’s also far away from schools. So it’s a win win for the county.
I’m not sure this deal qualifies as sexual abuse , but as usual , the taxpayers get fucked in the ass.
