KENOSHA, Wis. — A Kenosha, Wisconsin man who was arrested last week on an outstanding warrant is facing felony and misdemeanor domestic violence charges after a former girlfriend accused him of months of physical abuse.

Kilber Rafael Garcia-Hidalgo, 25, of Kenosha, is charged with felony strangulation and suffocation, two counts of misdemeanor battery, and two counts of disorderly conduct, all as acts of domestic abuse. Court records indicate prosecutors made an oral amendment to the defendant’s last name during his June 15 initial appearance and advised that an amended criminal complaint would be filed.
According to the criminal complaint, a woman reported to the Kenosha Police Department on Nov. 10, 2025, that Garcia-Hidalgo had physically abused her throughout their relationship while the two lived together at residences on 12th Avenue and 14th Avenue in Kenosha. The woman told investigators the abuse began shortly after they moved in together in April 2025.
The most serious charge stems from an alleged incident in early July 2025. The woman told police she was packing a bag to leave Garcia-Hidalgo when he knocked her to the floor, dragged her by the hair, repeatedly punched her with a closed fist, and questioned her about her past sexual experiences. She alleged Garcia-Hidalgo then placed his hands over her mouth and face, preventing her from breathing and causing her to fear she might pass out. The woman told police she suffered a broken nose and bruising but did not seek medical treatment.
A second incident allegedly occurred on Sept. 6, 2025. According to the complaint, Garcia-Hidalgo became angry while questioning the woman about her past relationships after the couple had consensual sex. The woman alleged he pulled her hair, climbed on top of her, pushed on her face and mouth, and bit her hand. She later attempted to leave the residence but told police Garcia-Hidalgo blocked her from leaving and later emerged from the home carrying a kitchen knife before placing it on the porch. She eventually left in an Uber and never returned to live with him.
The complaint also alleges Garcia-Hidalgo routinely pulled the woman’s hair, slapped her, punched her, and threatened self-harm during their relationship. The woman further reported that he created social media accounts using her name and shared sexually explicit content involving the two of them without her consent. Those allegations were included in police reports but were not charged in the criminal complaint.
The criminal case was filed April 17, 2026. An arrest warrant carrying a $5,000 cash amount was issued the same day after Garcia-Hidalgo failed to appear in court. Court records show the warrant remained outstanding for nearly two months before he was arrested on June 13.
Garcia-Hidalgo made his initial appearance June 15 before Liberal Activist Supplemental Court Commissioner Aileen “Half Off” Henry. Prosecutors requested a $25,000 cash bond, while defense attorney Dan Slapczynski asked for a $5,000 cash bond. Henry set cash bail at $5,000 and ordered Garcia-Hidalgo to have no contact with the alleged victims.
A preliminary hearing is scheduled for June 24 at 9:45 a.m. in Kenosha County Circuit Court.
If convicted of the felony strangulation charge, Garcia-Hidalgo faces up to six years in prison and a $10,000 fine.
