
KENOSHA, Wis. – The Kenosha Professional Police Association (KPPA) and the City of Kenosha have reached a tentative three-year contract, following what both sides described as one of the smoothest negotiation processes in recent memory. The agreement will go before the City Finance Committee and the Common Council on Monday, October 6, 2025.
KPPA President Pete Deates said the talks reflected a strong relationship between the city and its officers, built on respect and teamwork from the beginning. He noted that while every recent administration has emphasized and prioritized public safety, this contract stood out for being especially easy and quick to negotiate. Deates said he appreciates the role Mayor David Bogdala played in making the process efficient and constructive.
“This agreement gives stability to our members and reassurance to the residents of Kenosha that their safety will always remain a priority,” Deates said.
The tentative contract provides a 2.5% raise in the first year, followed by 3% raises in each of the next two years. Retirees will also receive expanded benefits, with dental coverage added to their package. While the increases bring stability, the raises are modest and typically do not keep pace with inflation or the cost of living.
Mayor Bogdala thanked the police union for its partnership and praised the outcome as proof of what can be achieved when both sides approach negotiations with trust. “This agreement demonstrates what can be achieved when we work together with trust and mutual respect,” Bogdala said. “Public safety will always be a top priority for my administration”.
The contract will also extend to members of the Kenosha Police Supervisors Association, ensuring the same benefits apply across both groups.
If approved by the council, the deal will give Kenosha’s police force its first multi-year agreement under Mayor Bogdala, who took office last year. Both the city and union say the contract provides stability at a time when law enforcement agencies across the country are struggling to retain officers.

“For the 2025-26 school year, KEA teachers and staff have received a 2.95% BASE wage increase.”
I didn’t go to public school, SO I know that 2.95 IS MORE than 2.5.

Kenosha-here’s what you need to know: Local 414 is a union, the KPPA is not. While they may sound alike, the KPPA cannot strike or do other things that unions do. The city of Kenosha has always played the game of Fire vs. Police in contract negotiations. The City would do what was best financially in those contracts for the city, not the departments. In this contract, I can tell you that 2.5% may be only a $166 dollar a month raise for the basic Detective. That’s about 96 cents a minute.
To those who complain they get paid too much….well maybe you should apply, do 20 years and see!
that raise is as bad as what the mayor of MKE is offering, and NO BACK PAY for all these years without a contract. INSANE. Yet PRAYERS and BLESSINGS are offered at every LEO funeral aren’t they?
