KENOSHA, Wis. — A 50-year-old Kenosha man is facing multiple domestic abuse charges after police say he violently attacked his live-in partner last week, allegedly choking, striking, and restraining her during an altercation inside their shared residence.
Robert L. Ruffin Jr. was formally charged Tuesday in Kenosha County Circuit Court with false imprisonment, battery, and disorderly conduct—all as acts of domestic abuse. The false imprisonment charge is a felony. Court Commissioner William Michel II ordered Ruffin held on a $5,000 cash bail. A preliminary hearing is scheduled for July 25.
According to the criminal complaint, officers responded to a call on July 21 reporting a sexual assault near Flint’s Inn on 22nd Avenue. A woman identified as Ruffin’s partner approached a stranger outside the bar, hysterically crying and asking him to call 911. She initially told the man she had been raped, but later admitted to police she made that claim to ensure emergency responders would arrive quickly.
The woman reported that Ruffin had blocked her from leaving their home, threw her to the ground, strangled her with both his hands and arm, bit her toe, hit her in the head with an unknown object, and kneed her in the stomach multiple times. Officers noted she had bruising, scratches, petechiae on her throat, and a possible bite mark on her forearm. She was taken to Aurora Hospital for evaluation and underwent a SANE exam.
Ruffin was located shortly after and admitted to arguing with the woman about money and cellphone use. He claimed he only restrained her to prevent her from attacking him and denied striking her, though he acknowledged he may have left marks.
The charges include a Class H felony for false imprisonment and two misdemeanors for battery and disorderly conduct. If convicted on all counts, Ruffin faces up to six years in prison and additional penalties.
