Kenosha, Wis. — A Racine woman is back in Kenosha County facing felony charges more than a year after she was first charged and repeatedly failed to appear in court.
Heather B. Lynn, 30, was charged on March 3, 2023, with child neglect, possession of narcotic drugs, and resisting an officer. Former Court Commissioner Loren Keating released her on a signature bond, requiring no upfront cash to secure her release.
Lynn failed to appear in court on two separate occasions. After her first missed appearance, the judge gave her another chance. But on April 18, 2024, after a second failure to appear, the judge signed a bench warrant for her arrest and set bail at $1,000.
According to the criminal complaint, Kenosha Police officers were called to Froedtert South in Kenosha on March 1, 2023, for reports of an overdose. Officers found Lynn slumped over in the front seat of a car, appearing to overdose while her 4-year-old child was in the back seat, visibly upset and crying. Police administered Narcan and recovered a Codeine pill from Lynn’s purse. Officers reported that Lynn physically resisted when they attempted to arrest her.
More than a year later, on April 23, 2025, Lynn was taken into custody in Racine for the outstanding Kenosha warrant and a new obstruction charge. She was extradited to Kenosha County, posted her $1,000 bail, and was released.
Lynn is due back in Kenosha County Circuit Court in May. If convicted of all charges, she faces up to 7 years in prison and $20,000 in fines.
