Two long-time police supervisors, a patrol Lieutenant and a Detective Sergeant retired today. Also, four firefighters were promoted at today’s Police and Fire Commission meeting. City Hall was packed with supporters of the six City employees.

Captain Todd Leipzig Promoted To Battalion Chief

Captain/Paramedic Todd Leipzig has been a member of the KFD for 24 years. He earned an Associate and Bachelor’s Degree through Columbia Southern University in Fire Service Management. Prior to being hired by the City of Kenosha, Todd worked for the Sturtevant and Janesville Fire Departments from 1997-2000. Todd has served the KFD as a member of the Apparatus Committee, as well as a Paramedic Preceptor and Field Training Officer. Todd has
certifications in Firefighter I & II, Driver Operator Pump and Aerial, Fire Officer I, Incident Safety Officer, and Incident Command Systems 300 and 400. He has been awarded three unit citations, has several letters of commendation on file and was the 2019 recipient of Wisconsin’s First Responder of the Year award.

Todd and his life-partner, Sue, reside in Kenosha and have five blended children: Morgan, Tyler, Emma, Amanda, and Kate. In his free time, Todd enjoys working out, cooking, and building, fixing and riding bicycles.

LT Mark Stachura Promoted To Captain

Lieutenant/Paramedic Mark Stachura has been a member of the Kenosha Fire Department for 24 years. Mark has a Bachelor’s Degree in Finance from the University of Iowa. He began his transition to the fire service in 1996, attaining his EMT license, and then Firefighter I and II certifications while with the Prospect Heights Fire Protection District in a paid-on-call role. He was promoted to Apparatus Operator in 2014, and then to Lieutenant in 2017. He has
served the KFD as a Paramedic Field Training Officer, as well as an instructor in both the Training and EMS Divisions. Mark maintains a paramedic license and has attained certifications in Driver/Operator Pump and Aerial, Fire Instructor I, Fire Officer I and COLA. Mark has taken Blue Card Incident Command and will be attending ICS 300 and 400 in the coming month. He has been awarded two unit citations. Additionally, he instructs through Froedtert South as an American Heart Association Advanced Cardiac Life Support and CPR Instructor.

Mark and his wife, Cindy, reside in Pleasant Prairie and have two children – Danielle and Nicholas. An avid outdoorsman, he currently volunteers his time doing stream restoration work with Southeast Wisconsin Trout Unlimited.

AO Zachary Brokaw to Lieutenant

Apparatus Operator Zachary Brokaw has been a member of the Kenosha Fire Department for 13 years. Zach has an Associate Degree in Fire Technology and Administration from Lake Superior College. While completing his fire education, he worked for company that provided services to young adults with developmental disabilities. Zach has certifications in Firefighter I, Firefighter II, and Driver Operator Pump and Aerial. He has also completed coursework in Company Officer Leadership Academy and Blue Card Command. He has received two unit citations and also a department citation.

Zach and his wife, Kelli, live in Kenosha with their two girls, Charlotte and Callahan. His family enjoys going to Kingfish games in the summer and vacationing in different places.

Kenosha Police Chief Pat Patton praised Lieutenant Joseph Nosalik, who is retiring next month for his more than 25 years of service to the Kenosha Police Department.

“[Lt. Nosalik] has be with our department for a long time. He’s accomplished a lot, served in a lot of different roles in our department. Specifically, he was the voice and the face of our organization during some of the hardest times. I’m very very appreciative for that, and some of the knowledge that he was able to pass down and guide me for my first year and a half. I appreciate it – well deserved retirement. I hope you enjoy it.”

“Serving the citizens of Kenosha, as a Kenosha Police Officer has been a great honor. I would like to thank my brothers an sisters of the Kenosha Police Department for a memorable and gratifying career,” said Nosalik.

Police Chief Patton also commended Detective Sergeant Daniel Bandi for his service to the Kenosha Police Department. Bandi started his career with the Pleasant Prairie Police Department and finished the last 17 years with Kenosha. “He’s essentially been leading the detective bureau. He’s one of the more analytical minds in law enforcement. He’s really big into evidence, real big into crime stats, really big into data-driven solutions. It’s going to be a loss to the community,” said Patton.

“I would like to thank [The City of Kenosha] for the opportunity to serve the citizens of this community for the pas 17 years. Having said this, I hope I have been an asset to the Kenosha Police Department and contributed to the safekeeping of the community,” said Bandi.

Kenosha Fire Chief Dan Tilton told the crowded room that among the best things about his job is promoting fine public servants and he congratulated the four men promoted today.
