PLEASANT PRAIRIE, Wis. — Two Milwaukee women appeared in Kenosha County court Monday on charges stemming from a retail theft spree at the Pleasant Prairie Premium Outlets, where they allegedly stole nearly $2,000 worth of merchandise from two clothing stores.
Niesha D. Sinclair, 42, is charged with three felonies and two misdemeanors, including two counts of felony retail theft, two counts of removing anti-theft devices, and one count of resisting an officer. Her 41-year-old co-defendant, Constance K. Shaw, is facing charges in a separate complaint. Both women were given $1,000 cash bail at their initial appearances. A preliminary hearing is scheduled for May 16.
According to the criminal complaint, a Pleasant Prairie police officer was dispatched to the Gap Outlet on May 10 after store employees reported an in-progress theft. Store surveillance showed Sinclair and Shaw entering fitting rooms with carts of merchandise. When they exited, both women allegedly carried canvas bags stuffed with unpaid-for clothing.
Police say Shaw exited the store first, carrying a bag still containing hangers. She was stopped without incident. Sinclair, however, allegedly resisted officers and had to be physically restrained. She was found in possession of $589.77 worth of concealed Gap merchandise and a magnetic device commonly used to remove security tags.
Gap loss prevention officers also alerted police to a theft minutes earlier at Old Navy. Surveillance video there allegedly showed both women using the same method—filling carts, entering fitting rooms, and leaving with concealed merchandise in canvas bags. The total value of items taken from Old Navy was reportedly $1,343.34.
Officers located the suspects’ vehicle parked nearby and recovered the stolen Old Navy merchandise inside. A second magnetic theft-detector removal device was also found in the vehicle.
If convicted on all counts, Sinclair faces a maximum penalty of more than 10 years in prison and fines exceeding $30,000.
